Job description: Job title: Accommodation Procurement officer
Location: Gosport, PO12
Start Date: June 2020
Contract Type: Ongoing Temporary Contract
Weekly Hours: 37 hours per week
Work Pattern: Monday - Friday 9 AM - 5 PM
Other notes: A full UK driving License and access to own vehicle is required (mileage to be expensed)

Job Purpose

*Develop opportunities to access private rented sector accommodation, including direct lets, property purchase and private leasing schemes.
*Develop creative, bespoke housing solutions for those currently sleeping rough and for those ready to move-on from supported housing.
*Research examples of housing solutions that work nationally for rough sleepers and share best practice models.
*Work closely with the local Outreach Workers, Complex Needs Navigators and the local authority housing teams to understand the needs of those requiring housing assistance.
*Work with the local authorities to provide monitoring information to Ministry for Housing, Communities and Local Government
*Negotiate with private sector landlords and agents to identify accommodation suitable for rough sleepers.
*Develop a suitable advertising campaign to attract private sector solutions.
*Match the needs of rough sleepers and ensure accommodation is affordable.
*Ensure properties meet appropriate legislation in terms of the conditions and in respect of all statutory safety checks e.g. Energy Performance Certificate
*Help to set up tenancies including all associated paperwork e.g. tenancy agreements, inventories
*Manage and maintain relationship with landlords and provide support as required

Candidate Profile
*Excellent negotiation and mediation skills particularly in terms of developing relationships with landlords/agents and tailoring your communication to the different groups of people you will be working with.
*Excellent literacy skills as you will be required to actively promote and market private sector accommodation procurement initiatives to landlords, letting agencies, and other providers.
*An awareness of welfare benefits especially housing benefit, universal credit and local housing allowance rates and how this impacts on the affordability of private rented accommodation.
*Sensitivity to the issues of people who have been rough sleeping
*Knowledge of housing and property law, especially rules relating to housing conditions and security of tenure.
*An understanding of the priorities of landlords and agents when letting homes
*The ability to identify opportunities and develop innovative housing solutions
