Job description: A national social justice charity are recruiting for an Area Manager to ensure the delivery of their social housing service across Essex, which includes A Young People's service, a Mental Health Service and a mixed portfolio of circa 150 housing management units on an initial 6 month interim basis.

The Role
The focus of the role is to oversee the running of various supported housing schemes, including schemes focussed on mental health and young people, as well as general housing support needs. The role will include the following tasks and responsibilities:
*Ensure that a high quality, efficient and effective service is provided to all existing service users and other stakeholders through the coordination and management of local contracts, maintaining quality and developing best practice in service delivery.
*Lead on developing the shape of Essex moving forward so it is contemporary and fit for purpose within existing and new markets
*Set performance/outcome targets and budgets for the area, in accordance with the Strategic and Business Plans, monitor progress and take action to ensure they are met, supporting the Service Manager/Team Managers as necessary to meet them
*Monitor and work to operating standards for key service delivery areas, as developed and agreed with the Head of Housing.
*Develop and maintain service user involvement structures and activities in the area in line with the national service user involvement plans. Ensure delivery against agreed standards.
*Maintain strategic and operational relationships with Commissioners, Children's Services, NPS, other providers and sub-contractor.
*Ensure Essex is represented in broader national and strategic meetings internally and externally.
*Contribute to local and national tenders for work by being a subject matter expert, by sharing knowledge and best practice and hence enabling tender success
*Represent the client in formal presentations and interviews with potential funders in order to generate new business
*In liaison with the Housing Improvement Team, lead on and ensure the successful implementation of quality initiatives across Essex and compliance with audit completion and returns.
*Contribute to the national policy agenda through specialist knowledge of local issues
*Prepare and manage budgets working closely with the Finance Business Partner and Housing Property Leasing and Development Manager ensuring that the financial surplus within budgets is generated
*Contribute to self-assessment exercises (led by Housing Improvement Officers) and lead audit participation to ensure services meet with organisational, partner, tender and legislative requirements. Implement any recommendations from audit findings.
*Where appropriate, ensure housing/property facilities are adequately managed to ensure a safe and clean environment, are maintained and assessed for fire and health and safety risks and are compliant with all other relevant legislation, reporting and escalating issues as necessary.
*Ensure the services/projects in the Area meet all Health and Safety requirements and that the facilities and equipment are used efficiently, are maintained and secure and accidents and serious incidents are reported and investigated

The Candidate
To be considered for these roles, it is essential that you have significant, demonstrable and relevant experience at managing service delivery in a supported housing environment, as well as the following:
*Experience of effective partnership working with a range of stakeholders at regional and sub-regional level.
*Experience of managing the delivery of challenging business plans. Experience of delivering high performing services.
*Experience of managing budgets and achieving year end targets.
*Excellent skills as a communicator, both verbally and in writing, adapting style to differing situations.
*Excellent presentational skills.
*Organisational and planning skills, able to deal with conflicting priorities. Able to work in a busy, fast-moving environment.
*Ability to work flexibly and pro-actively

The Contract
This is a full time role, on an initial 6 month interim contract, following a permanent role being vacated. The role will be ideally based within Chelmsford, but as it is an area role, there are additional bases around the county.
