Asset and GIS Systems Officer

Job description: I am currently looking for an Asset and GIS System Officer to work on an initial 3 month contract with a local council in East London.


1. To be responsible for managing and progressing all aspects of GIS and Asset Management functions within Environment and Waste Strategy and Environmental Operations, including project management and implementation functions and have lead responsibility for the provision of GIS support to the waste, recycling and enforcement teams and specialist programme support as agreed with the Waste and Environment Manager e.g. EQUIS.

2. To lead on the management of Ward Improvement Programme data systems and develop these as required to incorporate new areas of Local Environmental Quality monitoring in line with corporate objectives and legislative requirements e.g. night time economy, an incorporating other partners data and service information.

3. To achieve timely, effective asset management planning outcomes which deliver agreed corporate priorities and work programmes and meet the challenges of corporate and scrutiny reviews and external statutory examination by demonstrating efficient use of resources.

4. To undertake the management of development of all Environment and Waste Strategy applications, in particular the GIS metadata, interactive mapping and customised MapInfo applications ensuring that it is compliant with the Corporate GIS strategy and objectives.

5. To maintain and update Hackney Waste, Recycling and Enforcement service data with respect to LLPG address-based datasets.

6. To ensure that all corporate information and other modernising governmental initiatives fully incorporate to all Environment and Waste Strategy service area responsibilities and GIS projects.

7. To devise, implement and be responsible for systems to monitor and record the condition and other attributes of the Council's Environment and Waste Strategy assets.

8. To ensure statutory and legal obligations are delivered and communicated in a customer focussed manner, optimising available resources.

9. To be a senior expert spokesperson, in conjunction with colleagues on Environment and Waste Strategy GIS and Asset Management related issues.

10. To develop and maintain relations and cooperation in respect of GIS and ICT requirements with internal and external stakeholders to ensure the efficient operation of frontline council waste and enforcement services.


* Address-Service Data management experience - MS Access or similar system (SQL Server or Oracle) - needs good understanding of data, data management, data transfer, good "hacking" skills including basic scripting / coding and SQL.

* Basic knowledge of GIS And GIS-database links including import/ export, data-formatting, map production and reporting. Similar experience is valuable, but specific service-planning methodology can be taught to the right candidate.

* Data Analysis and Support for Waste and Recycling understanding. Experience in detailed analysis and reporting in Excel (or similar) and GIS systems. Experience in the specific field of Waste and Recycling is welcome, but not essential

* GIS Analysis and Map Production Experience of GIS (MapInfo or other). Experience of GIS scripting (MapBasic or similar) is especially welcome. MapInfo is the corporate standard, but other systems such as ESRI will provide transferrable skills.

* Departmental ICT and Data Specialist Broad and current ICT knowledge. This element of the role also requires communication and "political" skills - eg report-writing, representing departmental interests in meetings.
