Business Systems Analyst (Web Technologies)

Job description: My client, a Local Council in South East London, is currently looking for a Business Systems Analyst with Web technology experience to join the company on a 3 month initial contract basis with extension a possibility - Pay rates aren't fixed, and are entirely negotiable for these roles.

You will support the corporate Digital Media team in the Digital Transformation and channel shift of council services. This is a web-focused role working closely with web technical officers and council officers to assess requirements, deliver solutions and provide integrations project management.


MAIN DUTIES

1. Identifying new high-yielding service digital transformation opportunities and presenting high-level recommendations for service delivery changes to chief officers and heads of service.

2. Programme managing complex and diverse projects which present challenges to departments by introducing new ways of working and policy changes.

3. Creating new digital transformation solutions without precedence and with service and resource implications, presenting innovative solutions which require agreement of Directors, Council Members and committees.

4. Interrogating and understanding detailed business requirements for Council services, conducting feasibility studies and recommending options for change.

5. Advising on and leading the implementation of new integrations of disparate business systems with the main corporate web and payments platforms to provide Council services in new ways.

6. Modelling business processes and service architecture to improve efficiency, productivity and customer-centric services in accordance with good practice and understanding of the future needs of the business.

7. Liaising and building relationships with internal stakeholders to analyse existing systems, identify sustainable solutions and change the delivery of services.

8. Translating customer requirements into technical design specifications for technical teams as well as into business process documentation and specifications for software and system development.

9. Ensuring that technical and systems engineering documentation is developed and logged alongside project casework to form a complete record.

10. Advising on conditions that incoming new systems should meet in order to maximise inter-operability with corporate web solutions.

11. Drafting and checking Service Level Agreements for suppliers of web-related products and putting in place maintenance procedures.

12. Logging of documentation for: project meetings and status updates; system configuration diagrams; planning of system outages required to maintain services at operational levels and post-project business as usual.

13. To undertake any other work appropriate to the level and general nature of the duties of the post as determined by the Head of Digital Services.


EXPERIENCE AND EDUCATION


* Degree or equivalent qualification in related subject.

* Project management training and extensive experience using Prince 2 and Agile methodologies.

* Experience of implementing digital transformation programmes under Agile and Prince project management methodology.

* Experience of working within a large corporate organisation or government body to deliver cross-departmental projects

* Excellent knowledge of accessibility and usability as well as an understanding of website security issues.

* Knowledge of CRM systems including Onyx, ICLipse, Microsoft Dynamics.

* Good understanding of web content management systems
