Job description: Charges and Income Manager - Solihull
A local authority based in Solihull are recruiting for an experienced Charges And Income Manager to lead the team responsible for the development, implementation and co-ordination of the Housing Rent and Leaseholder Systems and Right to Buy process ensuring the highest professional standards are met.

The Role
The focus of the role is to take an active role in the development of Housing and Finance strategies (including IT) and their practical implementation, ensuring that any system changes and developments satisfy existing legislation and corporate policies.
This will include the following tasks and responsibilities:
*Interpret and manage the implementation of new legislation, ensuring that any changes to policies and procedures meet the relevant requirements and contributing to Government consultation initiatives where applicable.
*Take the lead on the development and delivery of a quality, customer focused culture, to ensure a highly responsive service.
*Provide leadership to the overall management and co-ordination of the Charging and Income functions to ensure the effective delivery of the services of the team, such as rent debit control and balancing, managing rents year-end function and the promotion of efficient payment methods.
*To ensure the regular monitoring and reconciliation of the Rent and Service Charge Accounting systems, as well as the effective management, updating and control of the Housing Information System and related files and records.
*Monitor and review performance in respect of service level agreements for Rent, Right to Buy and Leaseholder management and legal services to ensure requirements are fully met.
*To ensure that charges both to Council (in respect of Right to Buy charges) and leaseholders (in respect of management charges and other charges) are regularly reviewed and updated in order to maximise the recovery of costs.
*To ensure the knowledge of the implications of the leases and associated Housing Act Legislation are applied when managing Leasehold Management issues.
*To ensure that the quarterly ground rent and service charge invoices including the annual estimate and actual charges statement are delivered within deadlines and ensuring accounting requirements are met.
*Maintain active dialogue with Housing Benefits, ensuring that crosscutting developments are positively managed for the benefit of tenants, as well as meeting legislative and other criteria. This to include dialogue with Income Collection teams to positively manage any developments arising from Welfare Reforms for both the business and tenants.
*To lead and develop the Charges and Income team providing support and guidance in promoting and developing the service to a high standard.
*To ensure effective management of performance, including conducting one to one and appraisals, setting targets and objectives, coaching and supporting development, enabling effective team communication, measuring progress, motivating and addressing performance issues to ensure potential is maximised.

The Candidate
To be considered for this role, you will require a minimum of 5 years' experience in a similar Income or Finance environment, with at least 3 years in a senior supervisory position involving financial or related duties. You will have expert working knowledge of MS Excel and financial processes. As you will be working closely with managers of other departments, you will need to be comfortable communicating in these scenarios. The council use the Open Housing System, so you will ideally have previous experience using this.

The Contract
This is an initial 2-month contract, covering the recruitment period for a permanent Charges and Income Manager. If successful in applying for this role, you will have the opportunity to apply and be considered for the permanent position also. The role is full time, working 37 hours per week.
