Job description: A Local Authority based in Cheshire is looking for a Commercial Manager/Quantity Surveyor to join their Major and Capital Projects team.
This is a full time, temporary position and the ideal candidate will have experience working with local authorities and extensive experience of working as a commercial manager including experience as Project QS level, the ideal candidate will also hold Chartered status with Royal Institution of Chartered Surveyors or other construction based qualification to at least degree level and relevant post qualification experience.

The purpose of the role is to manage the Council's commercial interests on Major and Capital Projects.

The main responsibilities of the role are:

To assist the Head of Construction and Major Projects in controlling budgets and managing programmes of work and providing strategic commercial QS and construction advice across all major capital development schemes.
To provide professional internal and external multi-disciplinary teams with high level commercial QS skills and contract administration advice and technical expertise including advising on statutory requirements, planning, programming and management of construction projects.
To manage all aspects of the commercial function including contributing and inputting to cost planning, contract procurement, preparation of valuations of works, auditing cost control and contractual claims from the Capital Delivery Team, with the new Commercial Team resources and commercial work out sourced to professional QS Practices.

Qualifications and experience:

Extensive experience of working as a commercial manager including experience as Project QS level.
Acting as Client side representative during the preconstruction and construction phases of major developments.
Site based experience of dealing with commercial issues at senior level.
Extensive knowledge of commercial contracts, leases and supporting agreements to ensure that the Client is made aware of any commercial implications that may arise on site.
Experience in auditing contract costs and contractors accounts(Essential)
In depth knowledge of procurement (Essential).
Previous extensive experience of working on complex projects as part of an integrated management team (Essential).
Demonstrable experience of accountability and delivery of successful complex and major capital schemes(Essential).
Demonstrable experience of managing multi-disciplinary teams and performing appraisals(Essential).
Experience in Local Government and political environment working with elected members(Essential).

The client is looking to move quickly with this role and as such are offering between £25 - £27 p/hour Umbrella Ltd (approx. £620-£670 p/week NET after deductions) dependant on experience and qualifications.
