Job description: My client, a local authority based in North East London is looking for a Commercial Property Manager to join their team. This is a full time, ongoing agency role and the successful candidate will need a full relevant qualification, experience in a similar role and ideally be a member of RICS.

The main purpose of the role is to lead the development of the commercial portfolio plan. This will include managing a number of high level personnel, reduce the backlog lease events, reduce backlog debt and manage the asset strategy.

Additional responsibilities associated with this post are as follows;

To provide senior level leadership, high level property advice, estate management and valuation services, together with supervisory and other associated management functions in respect of the work of the section and the different groups of staff within the section.
To lead on the provision and procurement of a full range of valuation and estates services in respect of the Council's operational and non-operational property portfolio.
The leadership of various major property/estates projects that will be required from time to time.
To take responsibility to deliver such projects and to control and to personally manage the major financial effects, complexities and consequences arising.
To oversee and ensure building compliance checks are up to date and a regular inspection regime on multiuse sites where the council is responsible upkeep.
To lead in procuring a supply chain to support work in the Property function in particular commercial estates.
Supervise and co-ordinate the planning of wide ranging work by staff across the section including the appointment, induction, supervision and work planning of all professional locum and agency staff used by the section.
Responsible for the identification, leadership and delivery of various major capital ,estate programme projects and asset management policies ensuring all property activities ,decision making and delegations are properly undertaken.
Actively contribute to the preparation of Corporate Property Strategy and to continually identify, review and deliver an agreed capital receipts programme meeting best practice arrangements and central government guidelines.
To have responsibility for implementing and managing legislative changes affecting the asset management planning processes for the Council.

Ideally, the successful candidate will be both a member of RICS and be experienced in using RICS Red Book Valuations. The client is looking to move quickly with appointing to this role and as looking to offer £300 p/day Umbrella Ltd - £340 p/day Umbrella Ltd for the duration of this position.
