Job description: Service care solutions are looking for an experienced Commissioning Manager to oversee care homes (adults) within the Northampton area based in One Angle Square.

**We offer £250 for any Referrals that's are successfully placed**

This is likely to be 3 months with possible Extension or Permanent!!
Salary - 350/400 per day
Start Date - ASAP closing date for Applications - 4th May

Overall Purpose of this Role:

Reporting to the Service Manager for Commissioning and Brokerage Services this role has overall responsibility for commissioning services for vulnerable people including developing strategic commissioning plans and overseeing market development.
The Commissioning and Market Development Manager will have specific responsibility for managing the commissioning arrangements for services for older adults including home care, care homes and community services, although they can be called upon to oversee arrangements outside their specific area.
Leading on engagement in a range of strategic partnership arrangements with public, private and voluntary sector/not for profit agencies, people who use services and carers.
Also managing effective collaboration and engagement with operational managers, procurement specialists and staff from other parts of the council and partner agencies in commissioning activity.

Main accountabilities
1. To lead the overall commissioning oversight of separate or pooled health and social care services, including service redesign and de-commissioning.
2. The development of strategies and plans for high quality and cost effective services from internal and external providers which meet clearly defined service standards and the needs of service users. To ensure all commissioned services include quality measures and outcomes and deliver value for money.
3 To make the best use of local population information, the JSNA and other plans and strategies.
4 To manage effective mechanisms and arrangements for effective engagement and participation for people using services and carers.
5 To manage spend within the resources available and in line with priorities and financial targets in compliance with the policies, financial regulations and standing orders of the Council.
6 To develop service plans, commissioning plans and strategies that reflect the BCF, Sustainability and Transformation Plan, and Health and Wellbeing Board budget setting processes and priorities.
7 To manage the development of plans addressing issues of equal access and social inclusion and ensure the impact is evaluated.

Qualifications/Experience Needed:

-Graduate Degree or Relevant Education/Health/Social Care Professional Qualification (Essential)
-Knowledge and understanding of adult social care and health statutory duties, responsibilities and policy requirements
-Knowledge and understanding of safeguarding across adults and children
-Extensive experience of influencing strategic change/service development in adults' or children's social care and/or health environment.
-Evidence of success in the planning, commissioning, implementation and monitoring of a broad range of services, including an understanding tendering for or sourcing services. Evidence of success of providing a coordinated and integrated approach to the delivery of commissioned services (e.g. working with health partners).
