Job description: A Local Authority based in Hertfordshire is looking for a Commercial Contracts Manager to join their team. This is a full time, Permanent position and the successful candidate must have a full relevant qualification, extensive experience dealing with the full life cycle of contract management, including procurement and finance, a strong background in Commercial projects and ideally extensive experience in local authority positions.

The main purpose of the role is to manage all commercial issues associated with running a building maintenance contractor. This includes financial management of sub-contractors and other suppliers; review, auditing and training of trades SOR returns; analysis of financial accounts identifying cost savings; implementation of cost controls and undertaking Cost Value reconciliations.

We are looking for a permanent Contracts and Commercial Manager (Building Maintenance) with the following experience as essential requirements :

* Procurement experience
* Contract management experience
* Commercial finance exposure
* Professional and proactive approach

Additional responsibilities will include;

Management of the delivery of the void property repairs process and responsible for the projects team ensuring timescales and budget constraints are met.
Ensuring programmes aims and objectives are achieved and reflect the wider aims of the council ensuring value for money and customer satisfaction.

The main duties associated with the role are as follows;

To undertake commercial management of sub contracts and suppliers ensuring value for money in usage of subcontractors.
To undertake an audit of all existing contracted arrangements; providing written reports and recommendations for improving performance, both service and financial. To implement recommendations. Manage and direct activities, including other teams, on void properties, disrepair cases, fire damage and other insurance claims.
To purchase and manage the materials and plant hire supply chains and suppliers, ensuring all products items are booked to relevant activities and undertaking value assessments. Ensure there is cohesion on materials that are being ordered in other council departments at all stages of the process. Reduce maverick spend to a minimum, challenge and report on any unusual spend activities to senior management.
To undertake effective contract management arrangements (15 suppliers, approx. £1.5m per annum). This includes the onsite management of the Cavendish stores ensuring all stakeholders internal and external of the council are satisfied and aim for continual improvement to the service.
To manage any contractual disputes between the council and contractors

The successful candidate will be able to demonstrate the following competencies/attributes;

Professional qualification relating to project management or procurement.
Significant experience in cost management in a contracting Environment.
Must be able to contract manage a range of JCT contracts, including NHF
Ability to draft procurement documents and manage the process through to sealing for OJEU level procurements

The client is looking to move quickly with appointing to this position and as such, are offering a salary of £42,281 - £44,863 per annum along with an extensive benefits package.
