Job description: Service Care Solutions are looking for a Corporate Accounting Supervisor for a vacancy which has become available at the Police HQ in Chelmsford.

To provide support to the Corporate Accounting Manager in in a number of activities including the costing of the police officer and police staff pay budgets, loading the revenue budget into the financial system, the year-end closure of accounts and production of the Statement of Accounts, submission of a number of financial
and statistical returns and delivery of the treasury management function.

Be advised, successful applicants will be subject to Police Vetting checks.
It is advisable that applicants have a clean DBS within the last 3 years.
Applicants must have resided in the UK for at least the last 5 years.

Main responsibilities:

- Support the preparation of the annual revenue budget, in particular the costing of the police officer and police staff pay budgets co-ordinate the uploading of year end accruals and budget setting budgets into the general Ledger in order to ensure the overall budget is accurate, inform the setting of council tax and enabling
decisions to be made about the size and composition of the force.

- Assist with the closure of accounts and the production of the statutory statement of account; to ensure that the PCC and Chief Constable, as corporate sole, comply with both statutory and regulatory requirements related to statements of accounts.

- Manage the day-to-day cash flow and support the management of the PCC-s investment portfolio, ensure sufficient cash flow to support operational activity, maximise investment opportunities and ensure compliance with Treasury strategy.

- Supervise the Corporate Accounting Team, ensuring that the monthly tasks of the team e.g. bank reconciliations, payroll control reconciliations and submission of VAT returns are delivered accurately and on time.

- Assist with the delivery of Key Financial Performance Indicators (KFPI) on a regular basis in order to provide an overview of qualitative and quantitative financial information data for Chief Officers and senior management.

Necessary experience:

- The successful candidate will possess an AAT or equivalent qualification. The post holder must be able to demonstrate a broad range of practical financial and accounting skills, ideally this will be gained through experience in a financial/accounts related environment within a large-scale public sector organisation.

- The post holder must have practical experience and knowledge of financial accounting systems and have the ability to interrogate and analyse financial data available from the system and provide appropriate support to system users, therefore he/she must be must be fully conversant with a range of Microsoft products specifically Excel and Word and possess the ability to become rapidly familiar with internal computer databases system/s which are essential.

- The post holder requires experience of supervising or managing a team, including managing performance and quality, and ensuring resources are appropriately planned.
Good communication skills, both verbal and written are essential along with the ability to build effective working relationships internally and with external stakeholder/s. This will be combined with a practical common sense approach to problem solving.

- The post holder should have a good working knowledge of working practices, procedures and financial regulations and the ability to maintain an awareness of changes and developments in this area.
