Job description: Council Tax Officer, Restormal
An exciting opportunity has arisen for an experienced Council Tax Officer with a full working knowledge of Council Tax, business rates, rent and housing benefit overpayment legislation based in a Local Authority in Cornwall, Restormal. Key responsibilities in this position will require the individual to assist in providing an effective, efficient and customer focused service. Playing an important role in a range from the billing, collection and recovery of council tax, business rates, business improvement district levy to overseeing the recovery of housing benefit overpayments and other council debts.
Accountabilities
As a Council Tax Officer there is a wide spectrum of roles and responsibilities that will be covered, including the following:
*Maximising and recovering the Council's income, instigating appropriate recovery action using a variety of methods from making and monitoring individual financial arrangements with customers to liaising with a number of different Council employees including Bailiffs, leading to the referral of bankruptcy, liquidation and charging order cases.
*Administer, collect and recover Council tax, business rates, business improvement district levy and housing benefits overpayments promptly, accurately and efficiently, whilst taking legislation and the customers situation in to account.
*Process and respond to correspondence and information for tax and rate payers, owners, landlords, tenants and other sources, in accordance to relevant legislation.
*Undertake all telephone, face to face and other enquires as required, ensuring advice is precise and clear to ensure a customer satisfaction is of the highest standard.
*Instigate recovery action for non-payment by assisting the team leader in the Magistrate's or County Court. Liaison with the Councils bailiff including selection of cases and monitoring the progress of bailiffs to maximise the income from debtors.
*Interpret and apply legislation to determine and apply decisions in respect of liabilities, exemptions, discounts and other reliefs in accordance with law and policy guidelines.
*Update IT systems within agreed timescales, ensuring valuation office agency council tax and business rates lists are in balance in accordance of the annual audit inspection

The Candidate
To be considered for the role it is vital that the candidate has an extensive knowledge of the law and practice relating to the recovery of council tax, business rates and housing benefit overpayments, with an ability to effectively manage and prioritise workload in a pressurised, target driven organisation. A professional qualifications from the IRRV or similar is desirable with evidence of CPD.
