Job description: A Local Authority based in East London is looking for a Conservation & Design Officer to join their team. This is a full time, temporary ongoing agency role and the successful candidate must have a full relevant degree level qualification in Town Planning, Urban Design, Architecture or Building Conservation, proof of CPD, extensive experience dealing with Urban areas, design aspects of planning application and scheme developments and ideally a strong background in Local Authority projects.

The main purpose of the role is to be responsible for progressing all aspects of the team's work programme including statutory planning casework, pre-application negotiations, urban design studies (including input to master plans etc), conservation areas and historic building matters, housing regeneration and relevant policy development.
To provide a consistent and effective service regarding all design related matters to Development Control and ensure effective liaison with other officers on specific planning and design related projects.
To contribute to the continued enhancement of the design quality and sustainability of new developments in the client's area.

The main expectations associated with the role are as follows;

Understanding of current planning issues as they relate to inner urban areas and their implications for new design, landscape and public realm design
Demonstrate experience of negotiating and influencing the design development of a scheme.
To take a lead role where required in a range of development control work as it relates to Urban Design, including pre-application advice, applications, correspondence and appeal work ensuring it is effectively and efficiently carried out.
Take a lead role on a range of planning policy and/or site and area based project work including those which raise complex and diverse planning issues relating to the functional specialism.
To take responsibility for ensuring that advice given and recommendations made by team members have full and proper regard for the Council's planning policies, standards and relevant Government legislation and guidance.
To contribute proactively towards the development of policies, programmes and systems to address the changing demand on the Service and in accord with Best Value.

The successful candidate will be able to demonstrate the following competencies/attributes;

Degree level qualification in Architecture, Town Planning or Urban Design Ability of working at a senior level within the Planning Service.
Experience of working on complex projects to secure high quality design outcomes. Extensive Knowledge of up to date issues regarding the legislative, policy and procedural frameworks within which the Planning service operates.
A working knowledge of IT systems relevant to the Service (e.g. Word processing, Planning Databases and GIS)
A knowledge and ability to implement equal opportunities in accordance with Council guidelines.
Able to understand technical issues relevant to complex planning applications and projects.
Awareness and understanding of current planning issues, as they relate to inner urban areas and their implications for new design, landscape and public realm design.
Thorough working knowledge of architectural history, building construction and restoration, urban design and sustainability principles.

The client is looking to move quickly with appointing to this position and as such, are offering £26 p/hour Umbrella ltd (approx. £650 NET p/week after deductions) for the duration of the role.
