Job description: A Local Authority based in Hertfordshire is looking for an Interim Development Project Manager (Construction/Regeneration) to join their team. This is a full time, temporary ongoing agency role and the successful candidate must have a full relevant construction qualification, experience dealing with a multitude of building/construction projects and ideally a strong background in local authority settings.

Project 1;

Overseeing and providing project management to the £50m redevelopment of an existing retail block to deliver a mix of retail, commercial and leisure uses, with 100 residential units.

The ideal candidate will:

Have a good knowledge of the commercial and residential regeneration sectors
Be highly organised and be able to act as a conduit between the developer and the Council, organising and running Board meetings
Have a mix of skills including project management, report writing, stakeholder management and a range of procurement and contract management of external consultants, such as design teams or commercial consultants
Experience with mixed-use developments is desirable
Experience of working on an income-strip deal is desirable but not essential

Responsibilities Include;

Setting up client arrangements and producing project documentation (month 1)
Co-ordinating advice on commercial leases with Reef and the Council's Estates team.
Oversight of H and S arrangements and audits.
Liaison with Reef on asset management inc potential residential.
Ensure LLP provides information to support Financial and billing processes.
Identify where external advice is required on letting strategy and leases.
Summary reporting of key deliverables, including Quarter and 6 months.
Maintain Risk Register, for both REEF and LLP activity.
Track and ensure REEF reports meet asset agreement and business plan.
Maintain Action Tracker, reporting as required.
Plan of approvals required from LLP, eg Leases, construction phases.

Project 2;

A temporary steel car park deck to a commuter car park at the railway station.
Purpose is to carry out initial feasibility and produce a business case, potentially moving into overseeing delivery.

In addition to the skills outlined for project 1, the ideal candidate will;

Have knowledge of local government procurement procedures
Be adept at talking to contractors and gathering information required for feasibility
Be able to work at pace and explore different funding streams
Have experience of physical project delivery (circa. £2m schemes)

Typical tasks involved include:

Incepting the project, arranging a working group and organising and managing project meetings
Carrying out initial feasibility and developing a business case
Exploring potential procurement routes with suppliers
Gaining a strong understanding of the type of solutions available and the programme for delivery

The client is looking to move quickly with appointing to this position and as such is offering a daily rate of at least £350 p/day Ltd. This position falls OUTSIDE of IR35, so personal Ltd companies can be used to process pay.
