Job description: Estate Management Officer, Blackwood
A local authority in Caerphilly are seeking an Estate Management Officer to assist their Area and Neighbourhood Housing Managers in the delivery of a comprehensive decentralised Housing service to approximately 4000 tenants.

The Role
In this role you will be responsible for the day-to-day housing management function of a patch or district which includes council owned properties, providing an efficient and effective housing service to Council tenants, applicants and residents within the local communities. This will include the following tasks:
-Garage management, including registration and shortlisting of applications, determining eligibility, tenant selection, undertaking the formal acceptance of the tenancy agreement on behalf of the Council.
-Promotion and marketing of low demand stock to reduce rent loss, ensure community sustainability and enhance community appearance.
-Assessment and categorisation of void properties for the purpose of developing an accessible housing register. Matching and allocation of accessible properties to applicants with a commensurate need to ensure best use of the housing stock.
-Formal acceptance of the tenancy agreement on behalf of the Council, and provision of induction and familiarisation to new tenants re tenancy conditions, obligations and responsibilities of both the tenant and landlord.
-Effectively manage the termination of tenancy process to ensure that the Council and tenants' statutory obligations are met and the tenant fully understands the process. Identify and advise the tenant of any repairs or alterations to the property that will be their responsibility to resolve prior to the tenancy ending.
-Identify and consider exceptional circumstance cases e.g. domestic abuse, neighbour nuisance, illegal occupier, safeguarding, mental health, drug/alcohol related issues, where the application of management discretion is required to be considered, having regard to legislation and Council policy and procedures. Prepare detailed reports, with recommendations, for consideration by the Public Sector Housing Manager.
-Undertake detailed property inspections of vacant and occupied properties to provide data and records of conditions both internally and externally and to identify tenancy related issues and unmet support needs.
-Preparation of witness statements and attendance and representation of the Council at court for possession cases, insurance claim cases and tenancy matters. Liaison with Court officers and solicitors.

The Candidate
To be successful in this role it is essential you have prior experience in dealing with landlord and tenant issues, any experience in estate management and dealing with repairs, or difficult customers will also be highly beneficial.

The Contract
This contract is initially for a month but could potentially be extended. The role is full-time, working 37 hours per week, 9.00-17.00, Monday to Friday.
