Job description: My client, a local authority based in Essex is looking for an Estate Surveyor/General Practice Surveyor to join the team. This is a full time, temporary ongoing role and the successful candidate will have a full surveying qualification, extensive experience within General Practice/Estate Surveying/Asset Management and ideally experience within local authority roles.

The Asset Management team is as small team consisting of:

Two Technical Officers
One Graduate Building Surveyor
One Senior Property & Asset Officer (as the line manager for this vacancy).

The team provides a range of: Facilities Management, Building Surveying and Asset Management functions to the council across a small property portfolio.

We are looking for;

Team Player with ability to work independently to support delivery.
Office and Home based working
Full Driving Licence
General Practice Surveyor / Chartered Surveyor / Relevant Experience in Estate Management
Local Government Experience not essential while desirable

1 Day per week - for the right candidate this can be an extended temporary contract rolling for beyond 3 months extending beyond one year.

In summary we are looking for some backfill / special projects cover;

Site Visits - establishing boundary lines, boundary ownerships, resolving potential land grab and taking required action to engage solicitors.
Landlord / Tenant Reviews and Negotiations. Low value rent roll. Approximately two cases per month. Peppercorn rent up to £12,000. p.a.
Updating Asset Management database following review of Deed-packs. Preparing file-notes with adjustment to rental value, values, obligations, repairs and insurances.
Reporting to the Senior Property & Asset Surveyor while liaising with Asset Management / Facilities Team where required.
Ability to prepare reports short governance reports for special projects for Member Sign Off in disposal / new lease and lease renewal cases.
Co-ordinate Asset Casework with council legal and finance team where appropriate.
Liaise with Statutory Authorities and be an advocate and ambassador for the council in providing a front line customer service to residents, tenants and supporting in house council departments.
Instruct Commercial Agents and Valuer's in line with Council Asset Disposal Framework.
Prepare Schedules of Condition / Dilapidations in connection with leasehold property.
Attend meetings representing Asset Management Team in respect of allocated duties.
