Job description: A Local Authority based in Bedfordshire is looking for a Facilities Manager - Soft Services to join their team. This is a full time, temporary ongoing agency role and the successful candidate must have a full Degree level FM qualification, extensive experience in managing a facilities service and ideally a strong background in local authority settings.

The main purpose of the role is to lead, manage and develop a best in class Facilities Service. The service includes cleaning, catering, security, grounds maintenance, central printing, post, courier and
archiving services across the Council's corporate property portfolio.

The main responsibilities of the role are as follows;

Lead, manage and develop the team in such a way as to enable staff to do their best work every day, working in a way that reflects the Councils values.
Retain staff and achieving business objectives and performance targets.
Manage the resources in the team by effectively identifying and allocating projects, programmes and tasks to direct reports or contractors/agency workers ensuring sufficient information, direction and support is provided for them to deliver the works to a high standard.
Ensure performance management frameworks are in place to monitor effectiveness of the service and undertake corrective action if required.
Improve the team by researching best practice and benchmarking; undertaking quality management activities; engaging with customers and staff to enhance the customer experience; and implementing working smarter making the most of modern technology, workspaces and ways of working to ensure the provision of a customer focused and efficient service.
Lead on the procurement and management of contracts and framework agreements.
This will include establishing the best route to market, the preparation of specification and contract documentation, tendering and contract management of specific contracts and framework agreements.

The successful candidate will be able to demonstrate the following;

Facilities Management Degree or equivalent
Certified Member of BIFM
IOSH - Managing Safety
Experience of successfully managing a comparable service
Experience of leading and managing change, including cultural change, resulting in measurable service improvement.
Experience of building and leading effective and productive teams
Demonstrable experience in delivering customer focused, outcome orientated initiatives
Experience of managing external contracts and contract performance

The client is looking to move quickly with appointing to this position and as such is offering a daily rate of £275 - £325 p/day Umbrella Ltd (Approx. £860 - £990 p/week after deductions). This position falls inside of IR35, so personal Ltd companies cannot be used to process pay.
