Job description: Service Care Solutions are recruiting for a Temporary Finance Business Partner to work for one of our clients in the Welwyn Hatfield area.

3 month ongoing Contract

Pay £21.34 to £22.78 an hour.

Job Purpose

Includes the preparation of budgets, budgetary control, the preparation of annual accounts along with financial advice and analysis to ensure robust financial management and aid strategic and operational decisions.

In addition to providing support to services, the Business Partners provide support to the Senior Business Partner to improve existing processes and controls, strengthening governance and continually improving the quality of information used to support decision making.

Key Accountable Areas

1.To provide a high standard of accounting services and financial control in support of the designated directorate, actively contributing to the budget preparation, budgetary control and closure of accounts.

2.Ensuring service managers are provided with sound financial advice and challenge, enabling them to manage their budgets effectively within existing governance arrangements, and proactively identifying of areas of risk, efficiency and improvement.

3.Undertake complex financial analysis and modelling to support and contribute to financial strategy and decision making.

4.Ensuring that an effective financial performance culture is maintained. This includes rigorous attention to timescales, robust reporting, accurateness of financial transactions, timely completion of Government and third party returns, building strong working relationships with service managers and maintaining key financial records and controls..


1.To be open and transparent at all times and provide the external and internal auditors with relevant information, as requested.

2.To keep abreast of all relevant legislation and technical and professional guidance and attend such training, conferences and meetings as required.

3.To have regard for the duty of care of information (with particular reference to the Data protection Act and Freedom of Information Act) gained during the course of employment that relates to other employees, the public, contractors, Elected Members etc.

4.Responsible for ensuring that the requirements of any procedure relating to health and safety are met in activities under the postholder's control. Contribute to and support the health and safety policy and ensure that the team understand and implement the policy and follow recognised safe systems of work.

5.To undertake other duties which may arise or as may be delegated from time to time, appropriate to the grade of the post.


Essential Part qualified in a recognised professional accounting qualification (CCAB or equivalent) and actively studying towards full qualification

Desirable Fully qualified in a recognised professional accounting qualification (CCAB or equivalent) CIPFA Certificate in Finance Business Partnering


Recent experience in providing a comprehensive financial management service in a complex environment, including budget setting, monitoring and the annual accounts.

Experience of providing comprehensive financial management service for a range of Local Authority services.
