Job description: Service Care Solutions are looking for an experienced Finance Officer to work with a local Police Force on a long-term contract

To support budget holders in demonstrating effective financial management and control of delegated budgets and to ensure that financial regulations and policies are adhered to.

MAIN RESPONSIBILITIES:
1. To support Budget Holders to ensure effective management of Force budgets, ensuring value for money is achieved and that spend against budgets is accurately recorded and reported.
2. To monitor trends of expenditure for all non pay and income budgets, identifying any areas of concern and explaining variances to budget.
3. To undertake detailed analysis of non-pay expenditure and income to provide management information to aid decision making.
4. To support the Strategic Business Partner in setting the annual non-pay budgets for each force in the context of an alliance arrangement.
5. To ensure accounting procedures are followed at period end and year end to facilitate timely and accurate management and statutory reporting. This will involve posting journals and virements in accordance with financial rules and polices.
6. To promote compliance with financial regulations, accounting instructions and other statutory instruments. This may include carrying out management audits for certain areas of business.
7. To build effective relationships with Business Support and Contracts and Procurement staff to ensure that a joined up approach to purchasing, procurement and budget management is in place.
8. To correctly account for any grant money awarded to either force and ensure that grant returns are completed accurately and by the required deadlines.
9. To correctly account for any projects, operational incidents or other cross cutting / corporate events in order to facilitate the provision of accurate management information.
10. To ensure that all income is correctly accounted for, the budget is accurate, that fees and charges are regularly reviewed and that sales invoices are promptly and accurately raised.
11. To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

This is a police station-based role, and successful candidates will be subject to national security checks.
