Job description: Generic Housing Officer - Blackburn
A large Northern Housing Association are recruiting for two Generic Housing Officers (Neighbourhood Co-ordinators) to cover patches across Blackburn and East Lancashire and be responsible for delivering housing services, including Tenancy Management, Arrears, Voids, Estate Services and ASB.

The Role
The focus of this role is to co-ordinate the delivery of a comprehensive tenancy and estate management service to a defined neighbourhood or 'patch' on a range of issues including rent and service charge collection and recovery of arrears, voids and tenancy management, co-ordinating scheme and estate services, addressing anti-social behaviour, general housing and benefits advice. This may include leasehold management and provision of services to mixed tenure schemes
To meet these objectives, you will be required:
-To encourage sustainable tenancies through the provision of advice, guidance and support to prospective, new and existing tenants, liaising as necessary with statutory agencies and any other partner organisations
-To provide effective services to our tenants in debt or at risk of becoming in debt through the promotion of financial inclusion initiatives and support services with the aim of reducing financial exclusion and maximising income for tenants; and identifying tenants that may benefit from more intensive specialist support from the Financial Support Co-ordinator to enable them to sustain their tenancy.
-To be a key contact for tenants and residents in reporting incidents of ASB in the communities in which you work, to manage low level cases and to liaise with the ASB Co-ordinator to ensure effective management of more serious ASB cases.
-To contribute towards developing effective ASB prevention and intervention services in the communities in which you work in liaison with the Community Development Officer and ASB co-ordinator and in accordance with the Sustainable Communities Strategy.
-To lead on customer involvement initiatives within your patch and develop effective mechanisms for liaison, consultation and participation with the local community and act as the lead officer for local resident groups assisting with bids for Tenants Dividend Funding as required.
-Develop effective liaison and partnership working with external agencies involved within the neighbourhood which could have a positive impact on our customers and the sustainability of the neighbourhood
-To work with tenants and residents to identify areas of your patch that would benefit from environmental improvements and co-ordinate funding bids accordingly.

The Candidate
To apply for and excel within this role, you will require previous experience within a generic housing management scheme, or if specialised, have some experience of other areas. You must have access to your own vehicle for work purposes and will ideally be based locally.

The Contracts
These are both full time roles on initial two month contracts with a chance of being extended beyond this, or potentially be made permanent, as the roles are recruiting a leaver. Start dates for the roles are planned as being; Blackburn (22/May) and East Lancs (14/May).
