Job description: A Local Authority based in West London is looking for a Head of Facilities Management - Soft Services to join their team. This is a full time, temporary ongoing agency role and the successful candidate must have a full relevant degree level qualification, proof of CPD, extensive experience dealing with Soft Services and Facilities Manager and ideally a strong background in Local Authority projects.

The main purpose of the role is to undertake the role of Chief Officer for the service, to align the soft services provision to the operating model for FM as defined by the FM Strategy, Property Strategy, and Accommodation Strategy. To lead the service through its managers in delivering soft services FM to industry best standards in supporting an Agile Workspace.

The main expectations associated with the role are as follows;

Managing the soft services provision for the Council that includes (but is not limited to) cleaning, security, postal and courier services, porterage, space planning, moves and churn, and general office support by ensuring that it is adequately resourced and planned, and aligned with the operating model for FM in supporting the Accommodation Strategy and in doing so ensuring that the service delivers a safe and compliant working environment
Managing soft service FM budgets by establishing robust monitoring and reporting procedures and in doing so ensuring that all spend is fully justified and in-line with Governance procedures for Officer's delegated authorities.
Creating an annual Zero-Based Budget for the service in time for the start of each fiscal year and ensuring that it meets the needs of the service and in line with this, devising and implementing a procurement strategy for Soft Services FM by means of whole life-cycle contract management
Managing the spatial provision for the Council and ensuring that we are efficient in the use of space and that up to date data is held on occupancy and efficiency and that departments are adequately (spatially) provisioned for their business needs. Managing any move and churn across the estate
Communicating with the Council and its stakeholders to fully understand the issues presented by the workspace through a variety of formal and informal means and taking feedback to create action plans to address service issues.
Managing the workspace and the standards of occupancy expected by the Council of its officers including expectations in terms of usage and behaviours, acting as a "Corporate Landlord" in setting expectations and responding to the needs of the Council

The successful candidate will be able to demonstrate the following competencies/attributes;

To hold, or be working towards, a postgraduate degree or diploma in Facilities Management or a general management discipline, or holding a first degree (Bachelor) in one of those disciplines;
Membership of a professional body aligned to the Built Environment (such as, but not limited to, MRICS, MIWFM, MCIBSE et al)
Experience of managing soft FM services and teams of staff across a dispersed and diverse estate that supports a variety of functions and operations
Experience of developing and implementing FM strategy and Target Operating models
Experience of managing significant revenue and capital budgets
Experience of implementing agile working and space utilisation strategies
Desirable - Health & Safety based qualification (IOSH, NEEBOSH) & Project Management or lean programming qualification (6Sigma, Kaizon, MSP, PRINCE2)

The client is looking to move quickly with appointing to this position and as such, are offering £375p/day Umbrella ltd (approx. £1,120 NET p/week after deductions) for the duration of the role.
