Job description: My client, a local authority based in Central/West London is looking for a Health & Safety/Compliance Manager to join their team. This is a full time, ongoing temporary contract and the successful candidate will have experience working with all manners of health and safety, including fire safety.

The main purpose of the role is to manage a team delivering a joined up 'health and safety' and 'fire safety' compliance function on behalf of the client working across all disciplines, to ensure compliance with all statutory Health and Safety and Fire Safety legislation and make a positive contribution to the minimisation of the levels of risk to all employees, residents, clients and stakeholders.
To build effective relationships with contractors, ensuring they are compliant with statutory obligations through auditing their quality assurance systems, policies and procedures, to be responsible for the delegated budgets for the Health and Safety and Fire Safety Teams.

The main responsibilities of the role are as follows;

Manage a team of Health and Safety Officers undertaking the following;

Audit client's and contractor's quality assurance systems across all contracts and services
Inspect works in progress and visit contractor's site premises to ensure compliance with Health and Safety and safe practices of working.
Accident and incident investigations
Risk assessments both independently and in conjunction with divisional team managers.

Manage a team of Fire Safety Surveyors undertaking the following;

Fire Risk Assessments, identifying all fire related risks in accordance with the regulatory reform order and quality assuring specialist contractors undertaking FAA's.
Audit/inspect repair and maintenance contractor's work, ensuring non-performance issues are remedied.
Develop planned programmes of Fire Safety Works in accordance with the clients Asset Management Strategy
Conduct Health and Safety risk audits and accident investigations at all sites using the results as a tool to inform and minimise risk and develop best practise.
Manage the client role and duties in relation to Construction, Design & Management legislation (COM) ensuring that partners are competent to carry out their Health and Safety responsibilities under the relevant legislation.
Plan, organise, manage, and implement the delivery of effective Health and Safety and Fire Safety Quality Assurance systems/procedures/processes to cover all functions managed by the team.
Ensure that action is taken to remedy all risks, rectify breaches with compliance and remove areas of statutory failure, which could result in litigation and/or prosecution.

The successful candidate will desirably hold the following;

NEBOSH General Certification
Good level of education to HNC level of equivalent
Evidence of CDM Competency or willingness to undertake a CDM qualification
Any relevant H&S/Fire Safety Qualifications
