Job description: A Local Authority based in Greater Manchester is looking for a Highways Engineer to join their team. This is a full time, temporary agency role and the successful candidate must have a full relevant highways/engineering qualification, proven experience delivering large TRO schemes and ideally experience in a similar local authority setting.

The main purpose of the role is to drive the delivery of a range of highway projects taking responsibility to ensure compliance with statutory and regulatory legislation to achieve the Council's corporate aims and objectives. The successful candidate will lead in the provision of a highways consultancy service that is cost effective and essential to service users and will continually identify and champion opportunities to deliver improvement in service provision, implementing changes and driving efficiencies.

The main responsibilities associated with this role are as follows;

To lead, develop and maintain an efficient and effective highways consultancy service that is open to change and innovation and delivers an excellent service, working to ensure the highways service is the service provider of choice for customers and clients.
Lead the team in developing a strong culture of collaborative working across departments and functions, including liaison with external clients, contractors and suppliers in the delivery of services to the people of Manchester.
Drive the efficient and effective delivery of projects, managing stakeholder and customer expectations throughout the lifecycle of the project.
Closely monitor the performance of all contract management activities ensuring a high standard of service delivery and addressing issues in a timely and efficient manner.

The successful candidate will be able to demonstrate the following competencies/attributes;

Working in a team to deliver large TRO schemes, providing guidance and direction to more junior team members
Drafting TRO schedules
Public consultation (including drafting documents, dealing with responses, attending public events, liaising with members and key stakeholders)
Report writing
Excellent working knowledge of TSRGD 2016 and Traffic Signs Manuals
Sign design
Drawing design using CAD programmes
Parkmap or other TRO GIS database
Legal order record keeping and administration

The client is looking to move quickly with appointing to this position and as such is offering a negotiable rate of at least £20 - £25 p/hour Umbrella Ltd dependant on skills and qualifications. (Approx. £520 - £630 take home pay per week after all deductions).
