Job description: Home Ownership Officer, Kensington and Chelsea
We are recruiting for a Home Ownership Officer based in Kensington and Chelsea. The individual will be required to manage the Right to Buy (RTB) Scheme and respond and act upon enquiries from residential leaseholders, referred to as Leaseholder Enquiries, such as statutory and voluntary lease extensions, enfranchisements, sale of air, loft, under pavement, vault space etc, and any other requests/changes requiring landlord's permission and payment of a premium.

The Role
Your key duties within the role will include the following:
Governance
1.Responsible for ensuring that Housing Management's internal governance processes for the RTB Scheme and Leaseholder Enquiries adhere to the Council's Constitution and that sound, transparent information management supports decision-making by:
a)Liaising regularly with Governance Services to ensure decision making templates are current.
b)Ensuring decisions written by the Council's appointed valuation consultant comply with the process of the leaseholder enquiry and follow the procedures set out in the Constitution.
c)Ensuring that all Governance Services decision making, and reporting deadlines are met.

Procurement
2.Ensuring that the contract between the Council and its appointed valuation consultant is current and follows the terms agreed.
3.Raising a Service Shop Purchase Order in IBC with the correct chargeable codes.
4.Monitoring fees charged against those set out in the contract.
5.Achieving Best Practice by ensuring that the Contract Regulations as set out in the Constitution are complied with when:
a)varying, modifying and/or extending the contract
b)retendering and awarding the contract

The Right To Buy Scheme
6.Responsible for advising tenants on the RTB scheme and ensuring applications are processed within the statutory timescales by:
a)Implementing and development all procedures relating to the processing of RTB applications as required by the Housing Act 1985 (as amended)
b)Preparing all aspects of the RTB process for the sale of Council properties.
c)Checking for completeness, accuracy and compliance with legislation for preparation of all new applications.



The Contract
This is a temporary contact starting ASAP for 3 months, working 36 hours per week.
