Job description: A local authority based in Northampton are recruiting for a Homelessness Assessment Team Leader to provide an efficient, high quality advice and assessment service for people who are homeless or threatened with homelessness, and manage a team of six staff.

The Role
The focus of this position is to provide an efficient, high quality advice and assessment service for people who are homeless or threatened with homelessness. This will include ensuring that customers' circumstances are investigated and their housing and support needs are assessed and met, in accordance with the homelessness legislation, statutory guidance and the Council's policies and procedures
The role includes the management of 6 staff; 4 Homelessness Assessment Offices and 2 Relief Action Officers.
In the position, you will have the following tasks and responsibilities:
*To provide customers with advice on their housing options, taking into account their needs and aspirations, their eligibility for assistance under the homelessness legislation, their priority on the Housing Register and their ability to sustain a tenancy in the private sector.
*To contribute positively to the development of new working practices and initiatives, and the improvement of existing practices, that help to prevent homelessness, increase the take-up of housing options and minimise the use and cost of temporary accommodation.
*Provide the Homelessness Assessment Officers and the Relief Action Officers with regular supervision and appraisal, setting professional standards as appropriate, in order to ensure a consistently high standard of work, an equitable distribution of the workload, and the effective monitoring of performance and outputs.
*Ensure that all members of the Homelessness Assessment Team receive a comprehensive induction and the ongoing training and instruction they need to provide excellent service, meet their targets and comply with legislation and regulations.
*Produce, review and update the Homelessness Assessment Team's annual work plan, ensuring that the contents reflect Government and Corporate priorities, progress is closely monitored and service priorities are met in line with the work plan.
*Direct and develop the Homelessness Assessment Team in a manner that makes best use of the human, housing and financial resources available to the Council, taking into account local conditions, government priorities, new legislation and the obligations placed on the Council by the Homelessness Reduction Act 2017.
*Ensure that each customer has a comprehensive personalised housing plan that is kept under review and that, subject to the relevant permissions being given, the contents of the plan are shared with Children's Services and Adult Social Care.
*Develop and maintain close working relations with other services and organisations in order to facilitate the flow of information, encourage collaboration and co-operation, achieve the prompt resolution of complex problems and secure the help, advice and support that is needed to empower customers and meet their needs.
*Ensure that all casework and homelessness prevention and/or relief activity (including research and information gathering, record keeping, assessments, the development and ongoing review of personalised housing plans, and timely decisions and notifications) is completed in line with Part 7 of the Housing Act 1996 (as amended), the Homelessness Reduction Act 2017, guidance and case law, and the Council's policies and procedures.
*Support and promote Northampton's Homelessness Forum as a useful and effective way of co-ordinating advice and support services, improving liaison, encouraging multi-agency working, identifying unmet needs and developing new services.
*Ensure that all data entry and case recording is accurate and complete, and that it is undertaken within agreed timescales, in order to assist performance monitoring, the analysis of trends and the completion of internal and external returns, including the government's quarterly HCLIC return.
*Meet regularly with the Homelessness Reduction Manager to review performance in order to ensure a consistently high standard of work and customer care, an equitable distribution of the workload and effective monitoring of performance against targets

The Candidate
To be considered for this role, you will need to have an in-depth knowledge of the homelessness legislation and have the skills, qualities and experience to develop new working practices and initiatives and lead, motivate and inspire our Homelessness Assessment Team. You will lead by example and have previous experience of managing performance, improving housing services and contributing positively to inclusive and effective multi-agency working. Furthermore, it is essential that you have excellent communication skills and be a skilled and effective negotiator and problem-solver. You must be able to work well under pressure and thrive in an environment in which priorities are constantly changing.

The Contract
This is a full time role working 36 hours per week on an initial 3 month contract which is likely to be extended.
