Core job purpose

- To support the Housing Options Manager in overseeing the effective development of an excellent housing options service that meets the statutory provisions of the Homeless Reduction Act and the budgetary and policy requirements of SCH and SMBC.
- Proactive development of policy and procedures and wider service initiatives to maximise the impact of the Housing Options Service in meeting the needs of vulnerable people.

Role specific responsibilities

- Oversight of effective delivery of the statutory requirements of the Homelessness Reduction Act as agreed with SMBC, working closely with the Council and Housing Options Team and through direct line management of allocated staff.
- Development of positive relationships with SMBC and a wide range of stakeholders to ensure effective and preventative approaches to homelessness, providing evidence-based recommendations for new initiatives to effectively tackle the main reasons for homelessness in Solihull.
- Demonstrate effective, reliable and consistent communications with stakeholders, the Housing Options Team, wider SCH and Council Officers.
- Ensure the Housing options service is meeting the requirements of the SLA with SMBC and all associated performance targets. Alongside the Housing Options and Head of Performance identify issues that may impact on key areas of performance at an early stage and take action to address.
- With the Housing Options Manager and Team leaders, develop an effective plan for improved customer engagement and wider digital inclusion for Housing Options customers.
- Working with the Senior Officer responsible for customer engagement and the Contact Centre Manager ensure access to the service meets customer needs and that wherever possible customers have effective and direct access to useful sources of information and help and are encouraged to self-serve where appropriate.
- Ensure effective oversight, development, operational and budgetary management of SCH's temporary accommodation portfolio to meet the needs of the homeless service ensuring continued avoidance of bed and breakfast accommodation.
- Review and agree identified training and development needs of Housing Options Team members and develop and implement an agreed training plan
- Provide effective support and oversight to the development of accommodation options in the private rented sector including delivery of the Private Sector Leasing Scheme and Solihome to meet requirements of the HRA.
- Ensure effective and proactive performance management of existing accommodation and support contracts including for PSL and Ipswich House.
- Draft policies and procedures as required to support the effective delivery of the Homeless Reduction Act and design and deliver training and briefings, as appropriate, to include the Housing Options Team and wider stakeholders.
- Ensure that any new policy or procedures effectively address equalities and diversities, completing Fair Treatment Assessments where required
- Provide an effective contribution to the wider review of the Council's Allocations Policy, in light of Homelessness Reduction Act implications.
- Review and agree identified training and development needs of Housing Options Team members and develop and implement an agreed training plan
- Ensure effective and timely responses to Freedom of Information requests, complaints and Members' Enquiries ensuring learning is incorporated into wider training and development of Housing Options staff.
- Ensure effective feedback mechanisms are in place to capture customer feedback and support continuous improvement of service delivery and the customer experience.
