Job description: Housing Advisor, Oldham
I am currently recruiting for a Housing Advisor vacancy, on behalf of a large housing association in Greater Manchester, to provide advice and assistance to customers on their rehousing options to help prevent homelessness and secure them appropriate accommodation in the Oldham area.

The Role
The purpose of this role is to provide advice and assistance to customers on their rehousing options to help prevent homelessness and secure them appropriate accommodation, whilst managing the assessment of needs process through to the allocation of properties and managing the void process from termination to letting.
This will involve the practical interpretation of the Council's Allocations Policy and Parts VI and VII of the Housing Act 1996 (as amended by the Homelessness Act 2002) and other legislation as required.
Other responsibilities will include:
-To provide a housing advice service to prevent homelessness, threatened homelessness and deal with actual homelessness.
-To establish whether clients are eligible for active consideration for the Housing Register. To advise and assist those clients who are not eligible.
-To complete assessments to assess the duties owed by OMBC under the provisions of Part VII of the Housing Act 1996 (as amended by the Homelessness Act 2002) for those customers where their homelessness cannot be prevented and to issue appropriate the decisions relating to these homeless assessments.
-To regularly review and monitor those cases where the customer has been issued with a statutory homeless decision, in order to seek to discharge the homeless duty
-To select the most suitable applicants from a short list of bidders for advertised properties and to make offers of tenancies from these short lists, as well as to select applicants for properties that are to be allocated outside of the bid-based system. Ensure that a clear audit trail is in place for all offers.
-To provide prospective tenants with welfare benefits advice and information to ensure that entitlements to benefits such as Housing Benefit are maximised and secured swiftly. Assist with the completion of forms where required.
-To ensure vacant properties are re-let within agreed target timescales thereby helping to maximise rental income.
-Carry out assessments of housing need through home visits, interviews or liaison with other agencies and give comprehensive advice on alternative housing options that applicants have not otherwise considered.

Essential Requirements
To be successful within this role you will require excellent working knowledge of all aspects of the Housing Act, Homelessness Act and Homelessness Reduction Act and making housing decisions based on this - you will also require an enhanced DBS due to the vulnerable nature of the client base you will be working with.
It will also be beneficial for you to have good knowledge of tenancy management and the lettings process.

The Contract
Initially this is a three month contract with a strong chance of being extended or potentially being made permanent. The role is full time, working 37 hours per week, on Flexi-Time, between the hours of 8:00-20:00 Monday to Friday and 8:00-16:00 on Saturdays.
