Job description: Housing & Advice Manager, Oldham
A large Oldham based housing association are recruiting for a Housing & Advice Manager to direct, manage and develop a team responsible for providing an excellent housing advice service in line with the Oldham Housing and Advice Service contract, as well as managing and co-ordinating the Housing and Advice Team to ensure the effective delivery and continued development of the Housing Advice, Homelessness and Temporary accommodation services.

The Role
Your key responsibilities within this role will be:
-To maintain up to date, excellent knowledge of homelessness legislation, the Code of Guidance and associated legislation and case law in order to: assess applications from people who approach the authority as homeless and make decisions relating to the authority's duties and responsibilities towards them under provisions contained within Part VII of the Housing Act 1996 (as amended by the Homelessness Reduction Act 2017).
-To ensure that households accessing temporary and supported accommodation are moved on in a timely manner to minimise cost and make best use of limited resources.
-Ensure that the 24 hour Housing and Advice support line/Homeless Out of Hours is effective and respondent to customer's needs.
-Responsibility to manage the centrally based Housing and Advice Team, leading on all aspects of the supervision and Learning and Development of staff.
-Deliver team meetings and training programs that meet the needs of the team and other sections and agencies involved in the Housing and Advice Service and support processes.
-To provide specialist advice to partner agencies on homelessness legislation and related issues, including guiding decisions which may be subject to legal challenge or scrutiny.
-Development of action plans in line with the Allocations and Homelessness Codes of Guidance for the continuance of work in developing sustainable communities. To work with the management team in developing strategies to deal with legislative, social and demographic changes.
-To represent the organisation and service at local and regional level in order to develop integrated approaches to combating homelessness.
-To ensure that tenancy relations issues are incorporated into the Housing and Advice service, including advice, support and negotiation between landlord and tenants within the private sector to prevent homelessness where this is reasonably possible.

The Candidate
To be successful within this role, you will be required to have the following experience and knowledge:
-Housing Act 1996 - especially Part VII
-Homelessness Reduction Act 2017
-Previous experience within a housing options or advice role
-Ability to manage a large case load

The Contract
This is a temporary contract for an initial 3 months, though may be extended. This post works 37 hours per week, but my clients' standard operating hours are 8am-8pm Monday - Friday, 8am-4pm Saturday and Sunday.
Attendance at evening meetings, outside of standard service operating hours, may be required for which compensatory time off is granted under the flexi-time / TOIL scheme. Overtime is not paid for attendance at such meetings. Weekend working, as required, is a feature of all posts.
