Job description: Housing Needs Manager, Leamington Spa
A local authority in Warwickshire are recruiting for a Housing Needs Manager to lead on the development, delivery, co-ordination and integration of the Councils' approach to statutory Homelessness and Rough Sleeping, as well as leading on Private Sector Housing Issues and the operation of the approved Housing Allocations Policy and Home Choice scheme.

The Role
The central priority of this role is to deliver the Homelessness Strategy to ensure that the Councils statutory duties are met and that appropriate solutions for tackling rough sleeping are developed and delivered. Within this role, your main responsibilities will be as follows:
-To act as HS Housing needs advisor providing assistance to the Head of Housing Services and members of the Council to form and deliver strategic business delivery options and to oversee the management of the Council's Housing Needs function.
-To manage the delivery of customer focused and pro-active operational teams. Act as a role model for the Council, putting coaching and continuous learning at the heart of service delivery. This includes: managing performance and change; designing robust systems and procedures to report performance; undertaking effective and regular performance appraisals, 1:1s and other team meetings.
-To be responsible for the operational delivery of homelessness, allocations and private sector housing functions and ensure they are linked to Councils priorities, legislation, good practice and national policy objectives.
-To co-ordinate the work of partner agencies in the delivery of services to tackle homelessness, supporting the Head of Service to deliver and integrate new and aligned services.
-As part of the Housing Services Management Team (HSMT) contribute towards managing the interdependencies between the HS teams, improving service integration, reducing risk, achieving Service Area Plan and performance targets, and developing a culture of continuous improvement to ensure best value for money outcomes for customers.

The Candidate
To be considered for this role, you will require the following skills and experience:
-Educated to degree level or equivalent.
-Membership of the Chartered Institute of Housing (CIH) or any other equivalent professional membership.
-Ability to demonstrate significant experience in designing high quality housing strategies or business plans.
-Significant experience of working with partners to deliver Local Authority housing objectives.
-Significant experience of managing a team in the same or similar service.
-Ability to demonstrate significant experience of managing budgets.
-Practical working knowledge and understanding of legislation applicable to Homelessness, Allocations and Private Sector Housing Functions.
-Effective planning, partnership, problem solving, organisational and time management skills
-Experience of using "systems thinking" methodology or a similar programme to reduce waste, plan for services and an ability to understand, analyse and act upon management information.
-Knowledge of and skills to manipulate housing demand data to inform housing objectives.
-Ability to understand the key drivers and partnerships to increase the provision of affordable homes.
-Knowledge of housing needs functions.
