Job description: Job Title: Human Resources Officer
Location: Wrexham
Contract: 18 Weeks
Hours: Full Time

A Local Authority in Wrexham are looking for an experienced HR Officer who will support the implementation of the Organisation Development and Workforce Strategy and delivery of the school's HR service level agreement, by providing HR advice and guidance to managers to ensure that all HR policies and practices are consistently applied and employment legislation adhered to, thereby minimising risk in all employment matters.

The Role
The successful candidate will be expected to;

*Provide professional advice to departments and/or schools - HODs, Managers, Headteachers (including, as required, attendance at appropriate meetings e.g. school, DMTs. Advise on HR policies and procedures, terms and conditions of service and employment legislation to ensure that employees in all services are managed in a fair and consistent way.

*Contribute to the delivery of the Organisation Development and Workforce strategy and other plans across the Authority, as a member of the HR team.

*Develop and contribute to organisation workforce initiatives/projects, so that these are effectively introduced and integrated into services.

*Advise, support and guide managers and/or Headteachers in relation to service employee relations activities in order that employee involvement and working relationships are optimised and consistent with operational efficiency.

*Liaise with the Trade Unions in relation to case work and dealing with employment related issues, working in partnership to resolve matters/achieve positive outcomes for the Authority and its employees

*Advise, coach and support managers and/or Headteachers in the implementation of organisation change, job design, recruitment & selection and other associated policies to ensure fairness and consistency and that the agreed procedures and processes are complied with.

*Working as part of the wider HR team, escalating actions to the HR Service Centre as appropriate. Sharing HRO expertise as required to guide and coach the Team Leaders to ensure that administrative HR activities and service complements the professional HR function.

*Provide advice on training and development issues. Design and deliver (in liaison with Corporate Training and Development Team and/or in accordance with the school's service level agreement) to contribute to Corporate/school (including Governor) training programme for employment topics and to assist manager's in their people management roles.

The Candidate
To be considered for this role you must have;

*Graduate/Associate Member of CIPD, or equivalent experience

*Evidence of CPD

*Knowledge of HR professional issues- employee relations, principles underlying sound recruitment and selection, re-organisation, organisation design, TUPE.

*Ability to travel across the County Borough to carry out work (e.g. attend meetings / visit clients or work sites)

*Good understanding of current and forthcoming employment law (both national and European directives) and national policy guidance.

*Knowledge of Microsoft packages eg Word, Excel, GroupWise, Personnel database

The ability to speak Welsh is also desirable.
