Job description: ICT Officer
A local authority in Southend-on-Sea are recruiting for two ICT Officers to join their Housing Department, on intial 23-month Fixed Term Contracts. Once vacancy is in their Housing Applications team and the other is in their Revenues & Benefits Teams and the purpose of the roles is the maintenance and development of business critical applications and infrastructure.

The Role
The focus of this role is to work proactively across teams and collaborate with colleagues to maximise ICT service availability and to minimise disruption to customers. In the role, your main responsibilities will be to:

*To maintain and develop excellent working relationships with customers, suppliers, vendors and other ICT staff
*Ensure clear records are logged and maintained within the ICT Knowledge Base and time and work completed is accounted for in system(s) provided for this purpose
*Work to the customer's Key Performance Indicators (KPI) and Operational Level Agreement (OLA), escalating unresolved incidents as required
*Ensure that systems are kept secure through employing appropriate technology and advising customers of best practice
*Utilise and harness new technologies to maximise value-for-money and functionality for customers and other staff
*Support ICT Service Delivery Managers in the provision of solutions with real business benefits to address customers' requirements
*Implementation and configuration of new applications
*Conducting application testing and upgrades, including upgrades to underlying software layers where appropriate
*Writing and maintaining both statutory reports and management information reports to agreed standards using appropriate tools (SQL, SQL Server Reporting Services, Business Objects, etc)
*Developing and maintaining scheduled application processes including documentation and timetables
*Developing and maintaining application interfaces including documentation
*Proactively monitor application performance ensuring applications are performing to agreed standards
*Writing and updating application documentation, including user guides, technical documentation and support guidance
*Manage relationships with vendor service desks, escalating incidents, problems and changes where appropriate whilst retaining ownership and ensuring vendors are meeting SLA's
*Provide authoritative advice and guidance on the use of applications to customers and colleagues

The Candidate
To be considered for this role you will require the following skills, experience and qualifications:
*IT Qualification at A Level or equivalent & Maths/English NVQ L2 or equivalent
*Computer-related Qualification to include Microsoft, Unix, Cisco or similar certification or equivalent experience
*Thorough understanding of current ICT issues as they impact on all areas within a council including legislation and policies
*Use of one or more business intelligence/reporting tools; SQL Server Reporting Services; Business Objects; Actuate Reporting; Cognos
*One of more data manipulation languages; SQL Server T-SQL; Oracle SQL; Oracle PL/SQL
*One of more programming languages; VB.Net; C#; HTML/CSS; PHP; Unix shell scripting
*Understanding of technology which underpins IT applications; Web servers (IIS, Apache)
*Data transfer protocols (FTP, Web services, flat files)
*Delivery of projects, to a recognised framework (such as PRINCE2)

The Contract
These are full time roles, working 9-5 on 23-month Fixed Term contracts - paying a salary of £41,846 - £48,508
