Job description: My Client, a local authority, is currently looking for an IT Business Analyst to work for an initial 2 months in Cheshire.

A highly experienced Business Analyst with experience of requirements gathering is required for a variety of projects relating to our Information Assurance and Data Management (IADM) programme of work amongst others.

The projects that will be worked on have the following focus:
* Business Intelligence (BI) solutions
* New General Data Protection Regulations (GDPR)
* Production of appropriate procurement documentation

Working with the Project Manager the post holder will be required to:

1. Gather business requirements. Understanding the current situation (getting up to speed, stakeholder engagement internal and external with workshops/briefings as required). Soft market testing - facilitating and establishing opportunity available from the market and indicative pricing.
Scoping the current technical landscape - documenting which functionality is to be provided by the new solution and what is to continue to be provided by other, existing solutions. Document inter-dependencies and interfaces between linked IT systems and business processes. Defining business requirements (based on engagement with each of the service areas/stakeholders)
Defining technical requirements (collating via ICT strategy security/technical personnel and ICT Services)
Procurement engagement and preparation work: procurement route (possibly OJEU required). Consideration of ITT.

2. Procurement process and specification documents. Production of procurement documentation including functional and non functional requirements in suitable format.
Co-ordinating input of procurement specifications from various stakeholders. Involvement in reviews and modifications to document Agreeing and documenting evaluation and scoring. Developing and facilitating supplier demonstrations and evaluation scoring. Coordinating any supplier questions, and responses, during the tendering process.
Facilitating and supporting the Business in evaluating the responses received from suppliers.

3. Involvement in project/status meetings and other relevant inputs as required.
