IT Programme Co-Ordinator & Support Officer - East London

Job description: My client, a local authority in East London, is currently looking for a programme co-coordinator and support officer for an initial 6 month contract.

This role will involve the co-ordination and support of a major programme of ICT projects and developments that will underpin and enable transformation of the organisation.
A wide variety of programme management and administrative tasks to ensure successful management and delivery of the programme.

Purpose of the job:

1. Ensure the smooth running of the programme, including all administration of governance structure, work streams, projects, working groups.

2. Provides support and guidance to the Programme Team on all aspects of project and programme management including: processes; procedures; estimation of resources; monitoring; quality assurance; change control; review; tools; techniques and the use of software.

3. To provide support for day to day activities of the core transformation team

4. To act as a single point of contact for the transformation team

5. To maintain plans and other registers (e.g. RAID Logs, minutes)

6. To be a core member of the Transformation Team

7. Maintains Programme documentation for all stages of the programme life-cycle ensuring Project Managers provide progress reports and updates as required.

8. Maintains, develops and promotes a repository of tools, methods, techniques, metrics, and documentation for use in project and programme management.

Main duties and responsibilities:

1. Supports the Projects and Programme Manager in the development, review and maintenance of a project management framework, processes, tools and techniques.

2. Provides administrative/meeting resource to the Programme and Project Boards.

3. Provides detailed guidance on project/programme management processes, procedures, tools and techniques to project managers. Supports and provides detailed guidance for project management software.

4. Reports on project status, providing reports on cost breakdowns and summaries, risk logs, issue logs, exception reports, planned and actual deliverables, etc.

5. Provides support for the ongoing budgetary control of programmes and projects, as required.

6. Analyses the dependencies between projects and advises the Programme and Projects Manager with recommendations for action or review as appropriate.

7. Assists with the identification, evaluation and implementation of potential new methods and tools for project and programme management.

8. Maintains and reviews project performance metric data and estimating models, recommending changes where appropriate.

9. Establishes and maintains programme depository containing programme/project documentation (including lessons learned/case studies), project metrics, estimating models, templates, tool kits and guidance regarding a full range of project management tools and techniques, for use by the team and others

10. Maintains relationships with Communication Leads.

11. Monitors project and programme governance at all stages, to help ensure that projects and programmes are formally closed and reviewed; that lessons learned are captured and appropriate action planned; that robust change control procedures are incorporated into all programmes and projects, that stage-gate reviews are undertaken and project closure is actioned, if necessary.

12. Receives and registers requests for project work and assists the Programme and Projects Manager with the allocation of resources.

13. Ensures continuing awareness of best practice, current programmes and available support by preparing and distributing communications.

14. Manages resources for own projects, including planning and estimating of resource requirements and their effective deployment.

15. Encourages collaborative and consistent working practices across teams.
