Job description: Job Title - Temporary Staffing Manager
Location - Hertfordshire
Hours - 37.5 Hours per week, 9-5
Salary - £25 LTD
Contract - 3 Months Ongoing.

An exciting opportunity has arisen for an exceptional Temporary Staffing Manager to ensure that the Trust operates a consistent, cost effective and efficient temporary staffing service, which is fully compliant with national and local policy requirements, professional standards and supports the delivery of high quality and safe care for patients on a Trust wide basis. Duties are as follows:
Uphold and cultivate the Temporary Staffing department ensuring differing service needs are met across all staff groups
Responsible for leading individual projects as outlined by the Head of Temporary Staffing
Actively utilise the Trust's preferred workforce application and any other management information relating to the utilisation and performance of temporary staffing as required by Trust governance structures, highlighting key areas of risk and/or cost efficiency
Responsible for creating relevant Temporary Staffing related SOPs and ensuring those that are in place and are reviewed on a regular basis, reducing any waste in line with LEAN methodology.
Responsible for first line Trust complaints with regards to Temporary Staff (all agency) ensuring matters are investigated, liaised with managers and responded to appropriately
Maintain and develop procedures for the booking, authorisation and monitoring of temporary worker requests within TSOD ensuring that procedures are followed
Establish and chair appropriate operational forums internally including on occasions, writing, developing and implementing sub action plans across all staff-groups which contribute to the overall effectiveness of the temporary staffing function
Involved with the planning of recruitment campaigns to engage bank workers and increase capacity on the bank for both Medical and non-Medical
In partnership with operational leads and E-rostering team contribute to operational plans which require higher levels of workers e.g. summer period to ensure that increased capacity is available via bank and agency workers are booked in a timely manner to meet demands.
Provide leadership and management support to members of the Medical temporary staffing team, ensuring that the Trust's values and behaviours are embedded in all bank processes.
Participate in formal committees and meetings to report on and make recommendations relating to temporary worker matters in the absence of Head of Service.
Required to work outside of normal working hours on occasion.


Person Specification - Experience and Skills
Degree level qualification in an appropriate subject or equivalent experience gained within a healthcare setting.
Extensive commercial recruitment experience
NHS Medical temporary staffing experience
Working knowledge and experience of Microsoft packages (outlook, word, excel and PowerPoint)
Highly developed specialist knowledge of temporary staffing requirements and good understanding of HR practice, policies and procedures.
Sound knowledge of staff management techniques in order to manage own staff and be able to advise managers to address service issues relating to staffing.
Significant experience of implementing cost reduction initiatives.
Proven experience of capability to plan over short, medium- and long-term timeframes and adjust plans and resource requirements accordingly
Previous leadership experience working within a temporary staffing environment
Knowledge of Procurement frameworks
Knowledge of NHS Finance Framework
Working knowledge of Allocate Health Roster

The successful applicant will be highly motivated and enthusiastic with considerable previous experience of working in a demanding and challenging role in an NHS Trust. You will have the ability to be flexible, possess excellent organisational and communication skills, The ability to prioritise constantly changing workloads is a must. An understanding of the need for discretion and diplomacy in a confidential setting are essential.
The post holder will require a high level of competency in using Microsoft Office, in particular Word, Excel and PowerPoint.
