Job description: A Local Authority based in Essex is looking for a Planning Enforcement Officer to join their team. This is a full time, temporary ongoing agency role and the successful candidate must have a full Planning or relevant degree qualification, extensive experience within planning and enforcement law and ideally a strong background in Local Authority projects.

The main purpose of the role is to be responsible for dealing with a variety of planning enforcement cases in a modern, forward thinking Authority. A varied caseload including sites in the Green Belt, commercial areas, listed buildings, conservation areas and residential sites.

The main responsibilities associated with the role are as follows;

To ensure that all complaints and potential breaches of planning control are investigated and appropriate action taken in accordance with agreed policies and service standards.
Organise and prepare draft statements and proofs of evidence in respect of appeals lodged against enforcement notices and where appropriate appear at the Council's witness.
Organise and maintain effective working relationships with stakeholders and contributors to ensure the service maximises the effectiveness and benefits of collaborative working.
Maintain a sufficient level of knowledge and expertise of current planning and other legislation, government statements and guidance planning policies and standards, case law, appeal decisions and best practice in relation to planning and enforcement matters.
Liaise with officers in other groups and services of the Council and with the police and other statutory bodies outside the council to ensure that the most effective action is taken to resolve breaches of planning control.

The successful candidate will be able to demonstrate the following competencies/attributes;

Comprehensive and demonstrable knowledge of current Planning and Enforcement law, practice, and issues at a national and local level.
A planning or relevant qualification at degree level
Minimum 3 years' experience within a Local Planning Authority planning enforcement role
Experience of leading investigation and preparing for prosecution of breaches of planning control
Experience in drafting enforcement notices (including PCNs, High Court Injunctions)
Experience in arranging and conducting of PACE interviews
Knowledge / experience of DMS preferably IDOX

The client is looking to move quickly with appointing to this position and as such, are offering £25 - £30 p/hr Umbrella ltd (approx. £600 - £730 p/week NET after deductions) for the duration of the role.
