Job description: A local authority based in East London is looking for a Planning Enforcement Team Leader to join their Development Management Team. This is a full time, temporary ongoing agency role and the successful candidate must have a full professional qualification, ideally be a member of a chartered institute, have experience within Development Management and experience leading a team of up to 15 operatives.

The main purpose of the role is to deliver a high quality and customer focussed development management service. This includes managing aspects of the Team's performance so that service targets and any other service duty are met or exceeded.

The main responsibilities associated with this role include but are not limited to the following;

The handling and overseeing of breaches of conditions,
Breaches of planning control involving maintenance of land under S215 of the Town and Country Planning Act
Breaches of planning control involving advertisements,
To lead on appeals relating to planning enforcement action
Presentation at any appropriate Committee/Council meeting,
Giving evidence as required at any legal proceeding
Correspondence with customers, members, cabinet members, the Mayor and the Chief Executive
Financial implications in relation to planning enforcement matters, in particular the implications of Direct Action or works pursuant to the Proceed of Crime Act.
Assessment, negotiation and successful conclusion of breaches of planning control within given timescales and in accordance with statutory requirements and Council planning policies.
Leading and determining cases of a complex and contentious nature, where the decision would highlight the Council's role in this particular discipline at local, regional and national level.
Submission of planning enforcement appeal statements within timescales set down by the Planning Inspectorate
Condition checking to ensure that development complies with conditions and S106 obligations where appropriate
Submission of responses to Licensing applications as the responsible authority, and all other correspondence within statutory and corporate guidelines

The client is looking to appoint quickly to this position and as such are looking to offer £28 p/hr Umbrella Ltd - £30 p/hr Umbrella Ltd for the duration of the contract.
