Job description: Private Sector Housing Enforcement Officer, Southend
A Essex based Borough Council are looking to recruit two private sector housing enforcement officers, with an in-depth knowledge and experience in enforcement working in both housing and with homes of multiple occupation. Experience and knowledge of licensing would be a benefit when applying for this role.

Job role
-Inspect Houses in Multiple Occupation; carry out licensing and enforcement activities.
-Work proactively, seek out undeclared HMOs, and undertake subsequent enforcement actions.
-Undertake inspections, surveys and other investigations of residential properties in the private sector, this may include, among other duties, property inspections for the purposes of identifying statutory overcrowding
-Act as an 'Authorised Officer' of the Council in accordance with the provisions of the Council's Constitution and Standing Orders
-Represent the Council at Tribunals, as necessary
-Attend court in relation to prosecutions, as necessary
-Undertake investigations and enquiries
-Build and improve joint working and coordinated enforcement activities
-Lead on proactive HMO discovery within the Borough
-Work proactively with landlords, managing agents and accrediting bodies to improve awareness of HMO requirements
-Undertake tasks outside normal hours of either an emergency nature, or planned activities necessary to provide an effective service
-Maintain records of all duties undertaken, in such form as may be required

The Candidate
To be considered for this role the individual must have housing health and safety rating system (HHRSH) certification, with in-depth knowledge and experience in enforcement both in houses and HMOS.

The Contract
This is 35 hour per week contract, Monday - Friday, on a temporary basis running until 31/03/2019
