Job description: A local authority in Southend are recruiting for three Private Sector Housing Enforcement Officers to join their team and carry out routine inspections, assessments and enforcement's in dwellings both singly and multi-occupied. There are two temporary vacancies and one permanent one.

The Role
The focus of the role is carrying out routine inspections, assessments and enforcements, this will include the following:
*To inspect Houses in Multiple Occupation, carry out licensing and enforcement activities.
*To work proactively and seek out undeclared HMOs and undertake subsequent enforcement actions.
*To undertake inspections, surveys and other investigations of residential properties in the private sector under housing and related legislation, as directed.
*This may include, among other duties, property inspections for the purposes of identifying statutory overcrowding and disrepair and work with respect to empty homes and energy efficiency.
*To act as an 'Authorised Officer' of the Council in accordance with the provisions of the Council's Constitution and Standing Orders; exercising such powers as are specifically delegated to the post subject to any restrictions within working instructions.
*To attend court in relation to prosecutions, as necessary.
*To undertake investigations and enquiries; producing reports, work schedules and correspondence as are required, both on a routine basis and when specially requested by a Senior Officer.
*To build and improve joint working and coordinated enforcement activities with internal departments and external agencies such as the Home Office, Health & Safety Executive and Fire and Police Services.
*To lead on proactive HMO discovery within the Borough.
*To keep abreast of all relevant legislation and changes.
*To work proactively with landlords, managing agents and accrediting bodies to improve awareness of HMO requirements and minimum standards.
*The post holder is authorised to sign those statutory notices listed within approved delegated powers under the Council's Standing Orders in force at the time, that are specifically delegated to the post, in accordance with any constraints thereby imposed.
*The post holder is also authorised to arrange for the execution of works in default in respect of those notices specifically delegated to the post under the Council's Standing Orders in force at the time, and in accordance with any constraints thereby imposed.

The Candidate
To be considered for this role, you will need a recognised qualification in HHSRS assessor standard and relevant experience in inspections and enforcement in single and multi- occupied dwellings and relevant licensing; preparation for and appearance at court and tribunal will also be desirable. Environmental Health Officers or qualified housing surveyors with a recognised relevant qualification or demonstrable experience may be considered..
Due to the nature of the role, officers are expected to visit all parts of the district so use of a vehicle and clean licence are required for this post and permits will be provided both for parking at the place of work and out in the district.

The Contracts
The permanent contract is on a full time basis at 37 hours, offering a salary of £29,909-£36,153, as well as a generous pension, training and development opportunities, as well as flexible working.
The temporary contracts will provide support during the recruitment process, and are initially on 2 month contracts, but may be extended depending on the recruitment process, or could even potentially become permanent.
