Job description: An exciting opportunity has arisen at a London Local Authority as they look to recruit an experienced Team Manager to work with Private Sector Housing. They will be required to manage the overall workload, staffing, financial and other resources of the Private Sector Housing Team to ensure the most effective use of resources consistent with Council policy, priorities and decisions on levels of services to be provided, and relevant legislation. In particular to;

*Set and manage the achievement of service targets as set out in the current Business Plan.
*Prioritise and programme the work of the Service.
*To proactively manage the delivery of services and specialist functions.
*Managing the overall residential service in a deputising capacity in the absence of the Head of Service.
*Within the statutory and policy framework of the Council, and in line with the highest professional standards.
*Use innovation and entrepreneurship in pursuit of service objectives.
*To take executive decisions in the field in potentially dangerous and sensitive situations.
*Maintain a Team of competent staff as required to ensure good standards in the private rented sector.

The Role
Your key duties within the role will include the following:
*Monitoring performance and achievement of individuals within the Team against officer appraisal targets
*Monitor all matters relating to sickness absence or other disciplinary problems of individual members of the Team and adhering to LBHF rules and guidance.
*Identifying training and other opportunities for staff that are consistent with their individual development needs and the wider needs of the Department
*Monitor the progress of work within the Service
*Manage and appraise the work and performance of the staff within the Service.
*Maintain a cohesive Team of staff who work from different office locations or home.
*Check, advise and, where necessary, instruct Legal Notices, edit reports and correspondence drafted by officers for legal proceedings/formal action.
*Ensure that incoming correspondence and telephone enquiries referred to the Service are processed promptly
*Deliver quality in all aspects of the Service's work.
*Participate in the recruitment, training and development of all employees
*Responsibility for the Team budget. To monitor expenditure and income with regard to the Service's cost centre and any other related budgets.
*Identify and manage additional funding that may take the form of grants and other income streams.
*Initiate, assist and support disciplinary procedures when required.
*Conduct interviews/discussions with staff under the Council's managing sickness absence procedure.

The Candidate
To be considered for this role a comprehensive understanding and knowledge of housing and other relevant legislation, the regulatory framework, court pre-action protocol, which governs housing and associated case law. A track record of achievement within management and private rent sector housing enforcement rental, evidence of an understanding of dealing with a wide range of challenging HR Issues. A successful record of managing a team to drive effective performance and service is vital.

The Contract
This is a full-time role for 36 hours, 16 week contract starting 01/02/2019 and running until the 23/05/2019
