Job description: A Housing Association based in Central London is looking for a Procurement Manager to join their team on a 12-month contract. This is a full time, fixed term contract for 12 months and the successful candidate must be educated to degree level, have extensive experience dealing with procurement/not for profit and ideally prior experience in a housing association setting.

The main purpose of the role is to support the Director of Procurement in the ongoing development of a strategic and professional procurement team. A primary objective of the role is to support the delivery of measurable cost savings and efficiencies on third party expenditure in predominantly indirect categories.

The main additional responsibilities associated with this role are outlined below;

Provide advice, guidance and support throughout One Housing to ensure procurement processes are compliant, effective and provide best possible value.
Ensure procurement occurs in accordance with statutory regulations and best practice guidance.
Deliver effective procurement to comply with framework and bespoke procurement methods
Responsible for managing the procurement and tendering of a range of supplies, services and works.
Support the business to apply total cost of ownership principles in all procurements and throughout the existing supply chain.
Build and maintain supplier relationships, negotiating agreements with suppliers, undertaking key sourcing and tendering exercises.
Identify priority suppliers and initiate business and organisation partnerships.

The successful candidate will be able to demonstrate the following knowledge/experience;

High level of IT skills and literacy.
Procurement experience within the Public/Charitable/Not-For-Profit Sectors.
Advanced knowledge and demonstrable experience of leading on a range of successful OJEU procurements utilising a range of procedures i.e. open, restricted, competitive dialogue, etc.
Practical knowledge of the revised Public Contracts Regulations 2015.
Knowledge of a range of both indirect and direct categories of spend
Extensive experience of delivering cost savings and efficiencies through procurement and supply chain activity.
MCIPS qualified or least level 3 or 4
