Job description: Service Care Solutions are looking for a Procurement Officer for a contract which has become available at Newton Heath in Manchester.

To be responsible for the preparation of tender and contract documentation as allocated by the Assistant Director, Procurement, including support, assistance and guidance to other departments to ensure user requirements are correctly identified and translated into best value contracts.

Main responsibilities:

-Ensure that all contracts prepared and operated are in accordance with the Standing Orders of the Police and Crime Commissioner, Chief Constable's Financial Regulations and to the standards set by the Procurement Section.

-Manage tender assessment, the evaluation of tenders and participate on evaluation panels as directed by the Head of Procurement.

-Record all project actions in the section's electronic work flow system.

-Provide advice, guidance and deal with procurement related queries coming in to the section from all areas of the force via the procurement helpdesk.

-Contribute to the preparation and implementation of the section's Business Plan, including the identification of performance indicators and methods of performance measurement.

-Contribute to the force procurement strategy.

-Develop business cases for initiatives within the scope of the Procurement section.

-Undertake contract management and monitoring.

-Liaise with individuals at various levels, internally and externally, including external organisations, in order to progress various aspects of procurement project work.

-Attend and, if required, chair meetings with internal clients, suppliers, other police forces and external agencies.

-Monitor, evaluate and implement changes in British and European procurement legislation and international standards for all goods and services.

-Produce financial information relating to procurement projects as required.

-Prepare management reports and briefing papers to prescribed formats and presentation as requested by the Head of Procurement.

Essential Experience:


Good standard of education.

Working towards a recognised procurement qualification or a willingness to study for a recognised procurement qualification.

Relevant academic qualification e.g. HND/ degree level

Successful completion of the CIPS Foundation Stage or
successful completion of NVQ level 3 (comparable to CIPS Foundation Stage) or successful completion of a comparable stage of a relevant professional qualification.

This is a police-based role, so applicants will be subject to police security checks.
It is advised that applicants have a clean DBS/CRB within the last 3 years.
