Job description: A local authority based in Shropshire is looking for a Client Side Project Manager - Schools Programmes to join their team. This is a full time, temporary ongoing agency role and the successful candidate must have extensive client-side experience of project management, experience with construction/new build/extension works and ideally extensive Project Management experience in a similar local authority setting.

The main purpose of the role is to lead the delivery of the Council's schools construction programme, in accordance with Council, Department for Education, contractual and statutory requirements.
The programme consists of the construction of a mainstream 1-form entry primary school (in partnership with DfE); the expansion of a junior school site to accommodate infant and overall increased provision; and a 5-class extension at a secondary school.

The main responsibilities associated with this role are as follows;

Be responsible to the Senior Property Commissioning Officer, who is in turn responsible for the post holder's health and safety, training and development.
Lead and contribute to a range of projects and build relations with both internal and external partners in order achieve specified outcomes, but will not have direct authority over those involved.
Be responsible for a programme with a total value of £27m.
Providing the project manager role for the delivery of each project and co-ordinating a multi-disciplinary team, including Council staff and external consultants, to provide technical support and advice during the procurement and construction phases of each project.
The preparation and maintenance of project initiation documentation and project plans and to provide reports to the Project Board on progress against such plans.
Being responsible for agreeing the preferred method of procurement, building design and specification, in conjunction with representatives of the council, prior to the tendering process.
Managing the tendering, procurement, appraisal, selection and appointment processes for both Consultants and Contractors where appropriate, alongside council representatives and the integration of these processes within the overall strategic programme for each project.

The successful candidate will be able to demonstrate the following competencies/attributes;

A relevant professional qualification to degree/Masters level or equivalent experience and training.
Member of CIOB/Member of MRICS or other Property Management related organisation.
Extensive experience of project and programme management for multimillion school development.
Procurement, Commissioning and oversight of consultants, contractors and stakeholder liaison etc.
Thorough knowledge of relevant legislation
Knowledge of building construction, including design of major and minor works and planned and reactive maintenance, and experience of designing and implementing measures to ensure compliance with relevant legislation.
Knowledge of procurement and contracting processes, associated legislation and best practice.
Knowledge of other relevant Health & Safety legislation, regulations and codes of practice including CDM Regulations 2007.

The client is looking to move quickly with appointing to this position and as such is offering a rate of £25 - £28 p/hour Umbrella Ltd (Approx. £630 - £690 NET take home pay p/week) for the duration of this position.
