Job description: Service Care Solutions are looking for a Purchasing & Exchequer Manager for a vacancy which has become available at the Police HQ in Exeter.

To manage a multi-functional team, operating across the Alliance and providing a full range of purchasing and accounts payable/ receivable functions, compliant with statutory and regulatory requirements.

This post has line management responsibility for 2 Senior Purchasing & Exchequer Officers, who in turn are responsible for 14 Purchasing & Exchequer Officers. These posts carry out the day to day administration of purchasing and exchequer functions, including payments, income, expenses, and debt recovery.

Main responsibilities:

- Lead the Purchasing and Exchequer team as Head of Profession and process owner for the Alliance. Overall responsibility for the complete Purchase to Pay functions and for all accounts receivable and income across the Alliance.
- Maintain and monitor contract performance of suppliers, ensure compliance with specifications, contract conditions and provide specialist advice as required; make supply recommendations in line with Force operational needs.
- Manage and develop service standards and quality assurance controls and market these to aid understanding and full compliance.
- Authorise orders and invoices of high value and in exceptional circumstances. To include a check with original requester details of the order placed, any confirmations or communications from the supplier and decide if 'extra spend' is appropriate.
- Handle escalated complaints and queries (e.g. from colleagues, suppliers and customers) to satisfactory resolution. Give feedback to suppliers about any complaints or queries should performance fall below acceptable level.
- Carry out data analysis. To include, respond to Freedom of Information (FOI) requests, HMRC returns and internal audit reviews which require interrogation of the Agresso system and spreadsheets.

This post may be located at either Dorset Police Force Headquarters, Winfrith, or Devon and Cornwall Police Headquarters, Exeter.

The duties of the post do, from time to time, require the working of additional hours at peak periods. Such occasions will be managed through the existing flexitime system in operation across the Force.

Cash handling is inherent in this role; the post holder must accordingly be of the highest integrity and maintain an excellent level of accountability, 'safe guarding' and sound record keeping as could be expected of such a responsible, trusted position.
