Job description: Here at Service Care Solutions we are looking to recruit a Revenues Services Manager based in Nuneaton, working across two Local Authorities. This role will be to ensure the effective, economic administration of the billing and collection service in order to maximise revenue for the shared service in respect of Council Tax, Non Domestic Rates, and for Housing Benefit Overpayments, Sundry Debts & Housing Rents for our client in accordance with legislation, local policies and strategies.

The Role
Your key duties within the role will include the following:
-To be responsible for the production of the Revenue Section service and business plans, and to assist with the production of the Finance and Procurement service and business plans.
-To be responsible for delivering and reviewing service standards, quality and performance targets for the service in accordance with the Council's Statement of Purpose and Principles.
-To manage, develop, monitor and appraise those officers for whom you have direct responsibility and to ensure that all employees within the Revenues Section are treated likewise.
-To foster a creative and open environment within the Revenue service where employees feel supported, involved and consulted.
-To represent the Unit and/or Revenue Section (as appropriate) at meetings and in other fora, creating and maintaining links with relevant outside organisations and presenting a positive external image of both Councils
-To make use of the technology available to improve communications within the Section, Unit and the Council as a whole.
-Formulate and maintain policy and strategy for the Revenues Shared Service in line with local and national policies and priorities.
-Develop and establish systems and procedures to ensure all staff in the Revenues Shared Service section process all matters effectively and efficiently in line with best practice.
-Develop, monitor, implement and evaluate IT systems for the efficient and effective billing and recovery of Council Tax, Business Rates, Benefit Overpayments, Sundry Debts & Housing Rents.
-Manage the processes for the shared service to ensure the determination of discretionary and mandatory discounts, reliefs and exemption relating to Council Tax and Non Domestic Rates in accordance with legislation and locally determined policies and strategies.
-Manage processes for the externalisation of debt recovery work to bailiffs or other debt collection agents in accordance with council policy.
-Determine and ensure effective implementation of performance standards, objectives and targets.
The Candidate
To be considered for this role you must have in-depth knowledge of revenues and experience of management within a revenues environment. Knowledge of Council Tax, Non-domestic rate legislation and housing Law is needed.

The Contract
This is a temporary contact starting 3rd June 2019 to 30th September 2019, working 37 hours per week.
