Job description: One of the largest housing associations in Devon is currently recruiting for a Housing Services Manager to join one of their large, independent living housing schemes in Exeter, to oversee the delivery of a high quality housing management service.

The Service
This role is based within a large, independent living housing scheme which aims to offer a safe and stable environment where tenants can be offered guidance on how to successfully manage their tenancies.
There are 64 flats and bedsits; two of these flats have two bedrooms. Therefore there are 66 units of accommodation.
The service provides short term accommodation of up to two years for people in order to prevent homelessness adapting the housing first approach and supports clients who have achieved a level of being able to live independently to progress onto further independent accommodation.

The Role
The focus of this role is to be responsible for the performance, delivery, management and development of high quality housing management and support services.
This will include the following tasks and responsibilities:
*Manage and monitor service delivery in relation to staff caseloads to ensure the effective use of needs and risk assessment, support and safety planning tools facilitate the full involvement of the client to enable them to identify their individual goals and outcomes.
*Oversee, sustain and develop the effective mechanisms ensuring the safety of clients, staff and the wider community.
*Oversee the allocation of our accommodation and ensure that this is in line with policy, procedures and the law.
*Manage minor repairs and void works through effective procurement and deployment of the Caretaking service.
*Ensure stock remains fit for purpose, in collaboration with Asset Management
*Be responsible for overseeing cases involving legal action by or against the organisation including evictions. Ensure that proper procedures are followed and thorough investigations carried out. Liaise with solicitors and attend court as necessary.
*Monitor, report exceptions and manage performance in relation to occupancy, voids, re-lets, arrears, utilization, throughput Key Performance Indicators (KPIs) and targets
*Ensure that Anti Social Behaviour is managed in accordance with policy and procedure.
*Take responsibility for petty cash/housekeeping and keeping of records.
*Manage entrances, exits, keys and the security of the premises.
*Oversee annual budget setting and subsequent management account financial control for all services and in relation to the overall budget.
*Manage, monitor and control service delivery in relation to support services and ensure that all aspects comply with best practice, legislative requirements.
*Monitor and manage the contractual requirements and performance indicators for the service, ensuring optimum service utilisation and make regular reports, as required, to DPT.

The Candidate
To be considered for this role, you will require previous experience of managing a team, within a housing management setting. You will require an understanding of the support of vulnerable individuals also. You will require strong knowledge and experience of the following: Support and housing related issues; Recovery approach; Client involvement and empowerment; The benefits system and debt; Needs assessment and support planning; Multi-agency risk management and safeguarding
Due to the nature of the service, a DBS is also a requirement for the role

The Contract
This is a full time role, working 37.5 hours per week, Monday to Friday, 9-5. The role is coering a period of long term sick so the length of contract may be extended or shortened.
