Medway Council is seeking an Adults Intelligence Analyst to join the Adults Directorate on a temporary locum basis to support increased workload. This is an exciting opportunity to play a key role in delivering high-quality intelligence and insight that supports better outcomes for Medway residents.
You will contribute to Medway Council’s vision of enabling residents to get the best start, develop well, and live healthy, fulfilling, independent lives by providing robust, accurate, and meaningful adults intelligence and information.
The Role As an Adults Intelligence Analyst, you will manage and extract data from a range of internal and external sources, ensuring high standards of data quality, accuracy, and compliance. You will develop performance dashboards and reports, deliver statutory and mandatory returns, and provide analysis that informs operational and strategic decision-making.
You will work closely with stakeholders across the council, communicating insights clearly to both technical and non-technical audiences, and supporting a culture of evidence-based decision making in line with the One Medway Council Plan and council values.

Key Responsibilities
- Regularly update and manage core datasets from multiple sources, including databases and spreadsheets
- Develop processes and reports to clean, validate, and provide access to data
- Scrutinise datasets to ensure data quality, accuracy, and reliability
- Create, maintain, and develop performance dashboards and reports
- Deliver statutory and mandatory data returns accurately and on time
- Conduct basic data analysis to identify trends, patterns, and insights
- Present data clearly and accessibly through reports and presentations
- Ensure compliance with data protection regulations and council policies
- Keep up to date with emerging data sources, analytical tools, and national best practice
- Support training and development across the directorate, including contributing to induction and recruitment activities where required
- Good general level of education (minimum five GCSEs grade 4–9 / A*–C or equivalent), including Maths and English
- Recognised qualification in a numerate discipline such as mathematics, statistics, information systems, or similar
- Evidence of continued professional development
- Understanding of basic statistical concepts (mean, median, mode)
- Ability to create basic charts and graphs using tools such as Excel
- Awareness of data protection principles and the importance of data security
- Understanding of data types and how to summarise data
- Ability to visualise data including snapshots, time series, and variance
- Understanding of data sources, their provenance, context, storage, and ownership
- Knowledge of performance measurement and its importance to organisational objectives
- Ability to sense-check data and determine whether it is fit for purpose
- Functional knowledge of analytical tools such as SQL, R, Power BI, or similar
- Strong understanding of key data protection principles (e.g. GDPR)
