About the Role
The Appointee Officer plays a key role within Nottinghamshire County Council’s Adult Social Care service. The position focuses on safeguarding vulnerable adults from financial abuse, ensuring their income is managed appropriately, and supporting them to retain independence wherever possible. You will act in the best interests of individuals who lack the capacity or ability to manage their own finances.

About the Role
The Appointee Officer plays a key role within Nottinghamshire County Council’s Adult Social Care service. The position focuses on safeguarding vulnerable adults from financial abuse, ensuring their income is managed appropriately, and supporting them to retain independence wherever possible. You will act in the best interests of individuals who lack the capacity or ability to manage their own finances.
Key Responsibilities
- Undertake the delegated role of Appointee for individuals who lack capacity or are physically unable to manage their finances.
- Apply for and collect benefits and income on behalf of service users, ensuring timely payment of utility bills, care contributions, and payments to providers.
- Operate, manage, and reconcile bank accounts for service users, maintaining accurate records of all transactions.
- Complete regular audits to ensure appropriate use of service users’ funds.
- Make necessary purchases on behalf of individuals, following financial procedures and guidelines.
- Engage with individuals with complex needs to gather information required for benefit claims, including PIP and other entitlements.
- Support individuals with pending appeals to manage their existing income, and arrange interim financial support where necessary to prevent safeguarding concerns.
- Monitor benefit entitlement to ensure correct and up-to-date payments.
- Assist individuals with financial queries, helping those with mental health needs, self-neglect histories, and other complex needs to budget and spend responsibly.
- Build and maintain positive relationships using a Strength-Based Approach to promote independence and informed decision-making.
- Assess individual needs and co-ordinate support that enables people to maintain independence in the community and delay the need for long-term care.
- Understanding of Adult Social Care, safeguarding, and financial management within a local authority context.
- Knowledge of welfare benefits, the Department for Work and Pensions (DWP) processes, and relevant financial legislation.
- Experience working with individuals with complex needs, disabilities, or mental health issues.
- Familiarity with budgeting, financial auditing, and managing third-party finances.
- Strong numeracy and financial record-keeping skills.
- Empathy and the ability to communicate effectively with vulnerable individuals.
- Ability to manage competing priorities and work independently.
- Problem-solving skills, particularly in relation to financial and welfare benefit issues.
- Ability to build trusting relationships using a strength-based, person-centred approach.
- Commitment to safeguarding and promoting the welfare of adults with care and support needs.
- Ability to travel locally if required.
- Enhanced DBS may be required depending on service area.
