A client within the Public Sector based in Wiltshire is currently recruiting for a Compliance Programme Manager to join their Housing Compliance Team as soon as possible. The client is offering a full-time, temporary position on an ongoing basis, with the ideal candidate having experience of working within a local authority housing or compliance environment.
The Role
Key purpose of the role:
The Compliance Programme Manager will be accountable for the end-to-end delivery, governance, and recovery of the Council’s Electrical Installation Condition Report (EICR) testing programme and associated remedial works across the housing portfolio. The role provides professional assurance to senior leaders while embedding a safety-first, risk-based, and evidence-led approach to compliance.
Key responsibilities will include but not be limited to:
• Owning and managing the full EICR programme plan, milestones, and delivery schedules
• Managing contractor performance through KPIs, SLAs, reviews, and improvement plans
• Overseeing governance, compliance assurance, audit readiness, and reporting to senior stakeholders
• Coordinating access, recovery strategies, and tenant-focused communications
• Managing budgets, forecasting spend, and controlling variations
The Candidate
To be considered for this role you will require the following essential qualifications/experience:
• Proven programme or project management experience within housing, compliance, or asset management
• Experience of contract management within a public sector or local authority setting
• Strong knowledge of compliance governance and assurance frameworks
The below skills would be beneficial for the role:
• Electrical compliance knowledge within social housing (EICR policy-level understanding)
• Experience briefing senior leaders, Members, or audit bodies
• PRINCE2 Practitioner, APM PMQ, or similar project/programme management qualification
The client is looking to move quickly with this role and as such are offering £79 per hour Umbrella LTD Inside IR35 (approximately £58 per hour PAYE).
