Pay Rate: £26.10ph PAYE / £33.43ph Umbrella (paid weekly via an umbrella company)

About the Role:

Lewisham Council’s Anti-Fraud & Corruption Team (A-FACT) is looking for an experienced Special Investigation Officer to lead complex and sensitive investigations into allegations of fraud, corruption, and irregularities.

You’ll play a vital role in protecting public funds, upholding integrity, and ensuring that any fraud or misconduct is investigated thoroughly, fairly, and in accordance with legislation and Council policy.

This is a dynamic and rewarding role for an investigator who thrives on uncovering the truth, safeguarding public interests, and influencing positive change.

Key Responsibilities:

  • Manage a varied caseload of fraud and corruption investigations involving Council members, staff, contractors, or the public.

  • Conduct high-quality investigations in line with legislation including PACE, RIPA, the Fraud Act 2007, and the Human Rights Act 2018.

  • Gather, analyse, and preserve evidence; prepare detailed reports and witness statements for disciplinary or criminal proceedings.

  • Lead the National Fraud Initiative (NFI) for the Council — coordinating data submissions and ensuring compliance with statutory timelines.

  • Conduct professional interviews (including interviews under caution) in line with PACE codes.

  • Collaborate closely with the Police and other external agencies during joint operations and prosecutions.

  • Provide expert advice on fraud prevention and deliver fraud awareness training to Council staff and partners.

  • Undertake covert surveillance operations where required, ensuring all activity complies with RIPA and human rights legislation.

  • Represent Lewisham Council at disciplinary hearings, tribunals, or court proceedings as a witness.

  • Maintain robust records and case management systems in line with confidentiality and data protection requirements.

About You You’re a confident and meticulous investigator with a strong sense of public duty and ethical standards. You’ll have a proven track record in fraud or corruption investigations — ideally within a public sector, audit, or law enforcement environment..

Essential skills and experience:

  • Demonstrable experience managing complex investigations independently.

  • Sound working knowledge of relevant legislation (PACE, RIPA, DPA, Fraud Act, etc.).

  • Ability to produce clear, concise, and legally compliant reports.

  • Strong interpersonal and interviewing skills with the ability to handle sensitive situations professionally.

  • Proficiency in fraud analysis tools, databases, and document verification techniques.

  • High level of integrity, confidentiality, and sound judgment 

  • Accredited counter-fraud qualification (ACFS, CIPFA, or equivalent).

  • Experience delivering fraud awareness or prevention training.

  • Background in local government, compliance, or enforcement.
