Service Care Solutions are recruiting on behalf of a local authority in Wiltshire for a Fund Governance Manager to join the team on a temporary basis. The postholder will be required to provide advice and support to teams/service/partners on a range of topics in order to further the achievement of the council’s visions, goals and core values.

Job Description
Service Care Solutions are recruiting on behalf of a local authority in Wiltshire for a Fund Governance Manager to join the team on a temporary basis. The postholder will be required to provide advice and support to teams/service/partners on a range of topics in order to further the achievement of the council’s visions, goals and core values.
Key Responsibilities
- Lead Governance and Regulatory Compliance: Develop, implement and maintain the Fund’s governance framework, ensuring full compliance with LGPS regulations, The Pensions Regulator requirements and GDPR obligations.
- Committee and Board Management: Support and manage the Pension Committee and Local Pension Board processes, including agenda planning, report preparation, member training, effectiveness reviews and regulatory reporting.
- Risk and Audit Oversight: Own and maintain the Fund’s Risk Register, oversee breach reporting, liaise with auditors, and ensure robust internal controls and mitigation plans are in place.
- Policy and Strategy Development: Draft, review and update all key governance and strategy documents (e.g. Funding Strategy Statement, Investment Strategy Statement, Governance Policy), ensuring alignment with the Fund’s business plan.
- Procurement and Contract Management: Lead or support procurement exercises and oversee third-party provider performance, ensuring contracts remain compliant, fit-for-purpose and deliver value.
- Professional Expertise: Degree-qualified with a relevant professional qualification (e.g. pensions, governance, project management or financial services) or equivalent demonstrable experience.
- LGPS and Defined Benefit Experience: Minimum 5 years’ experience administering or overseeing governance for a large defined benefit pension scheme, ideally within the LGPS framework.
- Regulatory and Governance Knowledge: Extensive understanding of LGPS regulations, public sector governance standards, risk management, GDPR, and compliance best practice.
- Strategic Leadership and Influence: Proven ability to advise senior stakeholders, influence decision-making, manage competing priorities, and operate effectively in politically sensitive environments.
- Technical and Analytical Capability: Strong financial and numerical skills, excellent written and verbal communication abilities, and the capacity to interpret complex legislation into practical solutions.
