We are currently recruiting on behalf of a local authority in Greater London for an experienced Head of Facilities Management & Compliance to lead the strategic and operational delivery of FM services across a diverse corporate estate.
This is a senior leadership opportunity for an experienced facilities, compliance or property professional with a strong background in statutory building compliance, hard and soft FM, contract management and operational service delivery.
As Head of FM & Compliance, you will act as the Council's lead officer for statutory building compliance, ensuring corporate, school and community assets meet all relevant health and safety, fire safety and water hygiene requirements.
You will provide strategic and operational leadership across a broad Facilities Management function, overseeing a large multi-disciplinary team responsible for both technical Hard FM and frontline Soft FM services.

The role will involve managing a hybrid service delivery model, including high-value external contracts alongside significant in-house services such as:

• Cleaning
• Security
• Catering
• Hard FM and technical maintenance
• Statutory compliance and safety management

You will also act as the key technical interface between Facilities Management and wider property services, ensuring that FM delivery supports and aligns with the Council's broader Asset Management Strategy.
Working closely with senior property and asset management leadership, you will contribute to long-term capital maintenance, lifecycle replacement and estate resilience strategies.

Key Responsibilities:

• Lead the Council's statutory building compliance function across corporate, school and community assets.
• Ensure compliance with relevant health and safety, fire safety, water hygiene and other statutory requirements.
• Provide strategic leadership across a large and multi-disciplinary FM service.
• Oversee both Hard FM and Soft FM service delivery.
• Manage high-value external contracts and suppliers.
• Lead significant self-delivered services, including Cleaning, Security and Catering.
• Ensure FM services align with the wider Property and Asset Management Strategy.
• Provide professional and technical leadership to operational teams.
• Support the development of long-term capital maintenance and lifecycle replacement programmes.
• Work with senior stakeholders to improve the resilience, performance and value of the corporate estate.
• Drive effective governance, performance management, risk management and continuous improvement across FM and compliance services.

The successful candidate will be an experienced senior Facilities Management, Property, Compliance or Asset Management professional with a strong track record of leading complex services within a large organisation.

You will ideally have experience of:

• Leading large-scale Facilities Management operations.
• Statutory building compliance and regulatory assurance.
• Managing both Hard FM and Soft FM services.
• Contract and supplier management, including high-value external contracts.
• Directly managed, in-house operational services.
• Working across complex corporate, education or community property portfolios.
• Developing asset maintenance and lifecycle replacement strategies.
• Working with senior officers, directors and strategic property teams.
• Leading multi-disciplinary teams and driving service improvement.
